Ilir Proda "interned" the former head of Police Station No. 2 in Tirana, Ritvan Palin, in Kukës. Palin's punishment began after the arrest of Altin Morina, a former special forces officer from RENEA, after he was wanted by SPAK for participating in a criminal organization and drug trafficking in collaboration with Nikla's "strongman", Durim Bami.
According to sources, Ilir Proda's anger towards Pali began precisely because he was the one who arrested Altin Morina, the friend of the General Director of Police.
After this event, Pali resigned and was appointed head of section in the Public Order Section at the Devoll Police Commissariat in the Korça Local Police Directorate. However, a disciplinary procedure was initiated against him and he was given a "demotion in rank for 1 year" with the motivation "blatant non-implementation of legal provisions for the fulfillment of functional duties". Pali has been demoted to the rank of Deputy Commissioner for a period of one year. Now, with Proda's signature, he has been appointed a specialist for order in the Public Order Section at the Kukës Police Commissariat in the Kukës Local Police Directorate.
