Shyqyri Bica, a person with limited mobility who uses a wheelchair, turns out to be one of the 30 people against whom the Prosecution requested severe security measures, specifically prison arrest, for involvement in a criminal drug distribution network.

Bica appeared in the courtroom as an unusual figure who had been handcuffed in an extraordinary operation. Operation “First Day”, conducted by the Elbasan Police in cooperation with the Prosecutor’s Office, was implemented after several months of investigations using special methods. It covered a wide geographical area throughout the region, from the city of Elbasan to Librazhd, Gramsh, Cërrik, Peqin, Belsh and Prrenjas. During this mega-operation, 30 people were arrested, while 14 others are still being sought. What made this case particularly sensational was the involvement of Shyqyri Bica, a resident of the village of Labinot-Fushë of the Labinot-Fushë Administrative Unit of the Elbasan Municipality.

His inability to walk and his dependence on a wheelchair did not prevent him from engaging in criminal activity, at least according to the charges brought by investigative bodies.

According to sources from the Prosecution, Bica is suspected of using his inability to move independently as a "perfect camouflage" to avoid any suspicion.

Immune to routine checks and often considered innocent due to his physical condition, he is suspected of having established direct contacts with drug dealers and users in the Elbasan area.

The investigation, built on telephone interceptions, covert pursuits, and surveillance with drones and security cameras, revealed, according to investigators, a network where each link had well-defined functions and Shyqyri Bica was not simply a peripheral figure.

He is described as an "active drug distributor" and part of an organized chain, where he had the role of brokering and delivering narcotics in order not to arouse suspicion.

During the session to assess the security measures, which was held yesterday afternoon and was postponed to September 11, 2025 due to the lawyers' request to review the investigation documents, the presence of Shyqyri Bica in the hall was one of the moments that attracted the most attention. He appeared in the hall sitting in his wheelchair, silent and with an unusual calm.

His appearance contrasted sharply with the nature of the charges against him. Some saw it as an act of escaping justice by exploiting his physical condition, others considered it evidence of an even more painful reality where even people with severe physical limitations are not immune to the impact of organized crime and social poverty. The case of Shyqyri Bica raises many questions about the causes and circumstances that lead individuals with disabilities to become involved in criminal activity.

Was he a figure manipulated by others? Or a conscious participant in a network where every link had its place? In the absence of a genuine network of social and economic support for people with disabilities, such cases are not just individual stories, but a reflection of a wider failure of the system. When a person with limited mobility ends up in the role of a drug distributor, we are not only dealing with a criminal act, but with a deep symptom of inequality and social abandonment.

While the Prosecution has requested "prison arrest" for 28 of the detainees and "house arrest" for two others, including Shyqyri Bica, work continues to capture 14 other wanted persons and to uncover the deeper roots of the network.

The materials seized during the searches, including significant amounts of cocaine and cannabis, firearms, ammunition, car license plates and foreign currency, speak of a well-organized structure that operated in a sophisticated manner. But the involvement of a person with disabilities is undoubtedly one of the most shocking elements of this operation, which shows that crime knows no physical, moral or human barriers. In anticipation of tomorrow's hearing, where the request for security measures against the 30 arrested will be reviewed, it remains to be seen whether the court will consider Shyqyri Bica's physical condition as a mitigating factor, or will follow the Prosecutor's Office's request for severe measures, judging him according to his role in the network.
