Fredi Beleri is not divorced from former Foreign Minister Olta Xhaçka. After the Special Court and then the Appeal Court decided not to initiate criminal proceedings against Xhaçka, the former elected mayor of Himara, Beleri decided to appeal to the Supreme Court. He is seeking the annulment of the two decisions of the two Special Courts and the order of SPAK to investigate the former minister. Beleri reported Xhaçka and her husband, former socialist MP Artan Gaçi, for several criminal acts, while he himself was in prison under suspicion of vote buying. SPAK decided not to initiate proceedings against the couple, while taking former Himara mayor Jorgo Goro as a defendant for abuse of office, in connection with the alienation of two areas of land on which Artan Gaçi received the status of strategic investor. Beler's appeal will be reviewed by the panel composed of Ilir Panda, Sokol Binaj and Sandër Simoni. The case will be reviewed in private at a session on October 21, 2025.
