Details have emerged from the hostage-taking of Fisnik Xhaka in the city of Vlora, a week ago, where they demanded a sum of 75 thousand euros to release him. According to the investigative file, on 11.12.2025, at around 12:00, a person called the police operations room, who introduced himself as M. Xhaka, and said that her brother, citizen Fisnik Xhaka, was in the city of Vlora and that he had been taken hostage by several people who demanded a sum of 75 thousand euros to release him.
She called the Swedish phone number and said that her brother was being held hostage by two people named Xhulian Zogaj and Orest Carapaj. She said that when her brother picked up the phone, he sent her a location of his location and that her life was in great danger because the people were dangerous and violent.
After the location sent by citizen M. Xhaka was opened, it turned out that this location was in the Osman Haxhiu neighborhood, on Demokracia Street, in a multi-story building, above the "Rruga e Re" coffee bar.
The police went to the location sent, the sister of the citizen from Kosovo, it turned out that there was a 7-story building, where the entrance was from behind it. During this time, contact was maintained with the sister of the citizen Fisnik Xhaka. She sent him the phone number with which she spoke to her brother. During this time, the number of the citizen Fisnik Xhaka was called, where this call was not answered. At these moments, from the top floor of the building, which turned out to be the 7th floor from the ground, two boys came out of an apartment. These two people were identified as Julian Zogaj and Vilson Agaj. The police intervened in the apartment from which the two people in question came out and the door of the apartment was opened by the citizen Orest Çorapaj. The citizen Fisnik Xhaka, a person who had been reported kidnapped by his family members, was found sitting in the living room.
Kosovar citizen Fisnik Xhaka, when he was found in the apartment, was found to be on crutches, had a damaged leg, had injuries to his forehead, and injuries to his right eye.
During the search of the apartment where Fisnik Xhaka was being held, a green-colored walkie-talkie with the inscription Bt 31 Mhz was found, in a switched off state, similar to those used for police radio waves.
The 4 people found in that environment were taken to the police and in the first moments Fisnik Xhaka showed signs of fear and did not want to reveal the names of what had happened because he was afraid for his family members, his brothers in Sweden, and that their lives were in danger.
By decision of the prosecution, the suspects Julian Zogaj, Orest Çorapaj, Vilson Agaj and the kidnapped citizen Fisnik Xhaka were put under surveillance.
Wiretaps between suspects and hostage
Julian Zogaj and Orest Çorapaj are cousins and the wiretaps show that the two were planning how and what they would declare. Where Orest came out as a guarantor that he would do the prison and that Julian could work outside and would get him out too. Julian tells Orest that things were going badly, Orest to declare that "he took the house to stay and there he came and the Kosovar citizen owed them lek". He instructs Orest to say that another Kosovar had asked him for a loan, and Orest had given it to him and the Kosovar Fisnik Xhaka would stay at home with him until he made the lek, but this would be declared if they saw the work as bad at all. They show concern with each other because they have messages on their phones with each other where from these conversations the truth can be proven and they show concern about a Samsung phone that belongs to Julian and that Orest claims this phone as his. The two decide to say that they owed the Kosovar 20 thousand euros and the Kosovar, Fisnik Xhaka, decided to stay in their apartment until he paid off the debt.
The conversations between citizen Orest Çorapaj and Fisnik Xhaka were intercepted, where Orest instructed Fisnik to say that you owe me and not Julian. Fisnik affirms and tells him that "I have not spoken to these people". The conversations between Julian Zogaj and Vilson Agaj continued to be intercepted, where Julian instructed Vilson on what to say, to state that they did not know each other, that they went to the house to fix the water tank.
During the examination of the phone of citizen Oresti Rruzhdi Çorapaj, conversations between him and a contact named Juli, suspected citizen Julian Zogaj, were obtained.
From the conversations, it is noted that on 29.11.2025, after meeting with Kosovar citizen Fisnik Xhaka and his cousin named Arbër, Orest communicates with Juli and tells him to take him to the apartment and leave, where the contact named Juli tells him "Don't leave without me leaving, because we're going to get caught."
From a conversation held on 07.12.2025 at 11:27:47 where Oresti says: "I told Drilon to come, brother, so that I don't fall asleep and take my phones at night. I'll make you a guard."
Testimonies
Julian Zogaj, questioned by investigators, stated that citizen Orest Çorapaj, who is also his cousin, asked for his apartment because a Kosovar friend of his was coming, who owed Orest about 3-4 thousand euros. He says that no one held this citizen hostage after they went out and drank coffee in the city with him. Regarding the radio found in his apartment, he states that it is a radio receiver that they use to go hunting.
Orest Çorapaj claimed that he did not hold anyone hostage, that the Kosovar citizen came of his own free will and that they went out to the city drinking coffee. He says that Fisnik owes him about 3 thousand euros and that he gave it to him in the summer of 2025.
Following these and other investigative actions, such as the seizure and examination of cameras, Julian Zogaj, Orest Çorapaj and Vilson Agaj were arrested on charges of "Kidnapping or holding a person hostage", committed in collaboration. All three were remanded in custody by the Vlora Court.
