New details have been revealed from the investigative file for Altin Ndocin, who spectacularly escaped on January 13 from the Durrës Regional Hospital.
According to the investigative file, obtained by the show "Në Shënjestër" with author Klodiana Lala, a series of violations committed by the Detention Institution in Durrës against this prisoner are evidenced, starting from his exits that were not reflected in any daily activity statement of the General Directorate of Prisons. Likewise, in no case was the Internal Control Service in the Prison System informed about these exits.
According to the file, on January 13, 2026, at around 08:30, nurse Aulon Çuku asked the head of the Health Sector at the Durrës Penitentiary, doctor Ylfete Sema, to draft a recommendation for four prisoners, in order to conduct specialized examinations at the Durrës Regional Hospital.
However, the doctor did not visit Altin Ndoci for his health concerns, but was satisfied with the information provided by the nurse, who had reported that the prisoner had kidney pain and was scheduled to see a surgeon at the hospital.
Altin Ndoci, 38 years old, had been in custody since May 20, 2020, after he was sentenced to prison by the Special Court for several murders committed under qualifying circumstances and for participating in a structured criminal group.
According to investigative data, doctor Ylfete Sema only completed the health protocol, bypassing the preliminary visit of patients, including Altin Ndoci. This is considered the first violation that paved the way for the realization of the escape plan.
"Doctor Ylfete Sema, after completing the request for a medical visit with the prisoners' data, gave it to the head nurse Aulon Çuku, where the detainee Altin Ndoci was recommended for consultation with the surgeon. This order was sent to the Chief of Police, Destemon Pazaj. But before submitting the order, the head nurse sent this request to the prison director, who, after approving it, assigned the police officers Destemon Pazaj, Dorian Saraçi, Sali Ferrollari, Preg Marvataj and Fatjon Baci, with driver Idajet Çalama, as an escort group," the investigative file states.
Although the procedures formally appear to be in order, the investigative group has found violations and tolerances that have given rise to the preparation of the escape scenario. Among them, the fact that Altin Ndoci was assessed as having a standard escape risk, without reflecting his social dangerousness, which has reduced the security parameters during the escort to the Durrës Hospital.
The file also includes a checklist of risk indicators on December 4, 2025, where Altin Ndoci was assessed as having standard risk by a commission composed of the police chief, social worker, lawyer, doctor, and prison director Indrit Cerloj.
The journey to the hospital was planned to be by ambulance, following the same route both ways. Inexplicably, one of the main escort officers, Destemon Pazaj, was replaced at the last moment.
Altin Ndoci was the first to be transported to Durres Regional Hospital, showing alleged health problems in his kidneys. He was taken to the Infectious Diseases ward and continued to complain of pain during transport.
But, according to the findings of the investigation group, upon getting off the ambulance, the accompanying group removed Altin Ndoci's handcuffs, escorting him unhandcuffed to the hospital's interior. It is not known who gave this order and why this decision was made at that moment.
Ndoci was then left alone with two security guards, out of the five originally planned. He was escorted to isolation room no. 7 on the third floor, equipped with iron bars for prisoners.
At one point, one of the officers, Dorian Saraçi, left, leaving Altin Ndoci alone with Sali Ferrollari and Fatjon Baci. It was at this stage, according to the investigation, that Ndoci decided to put his escape plan into action.
Feigning constant kidney pain and repeatedly asking to go to the toilet — a request that was granted four times — he took advantage of the moment when the iron grate opened and punched officer Fatjon Baci in the chest, knocking him and his other colleague down.
After that, Ndoci ran away through the hospital corridors. The two officers attempted to chase him, while one of them shot the ground once with a gun to scare him, but without success. According to the testimonies, Altin Ndoci headed towards the hills, where a black vehicle with the license plate AA 700 RS was allegedly waiting for him.
One of the officers stated that he tried to call the emergency number 129, but did not receive an answer, while the other contacted the information specialist at the Durrës Penitentiary Institution, Violeta Uka.
The file also includes the statement of Destemon Pazaj, who said that he had over 21 years of experience in the prison system and that Altin Ndoci had been accompanied previously for medical visits according to the same procedure.
The investigative file describes a chain of violations, tolerances, and security failures that, according to investigators, created the conditions for the escape of a high-risk detainee.
