
Conflict of interest does not seem to prevent the Municipality of Kamza from awarding tenders to the company “SHPRESA – AL”. Recently, the institution led by Rakip Suli has announced this entity as the winner in the tender for the “construction of Block Paskuqan 2”, with a value of 1 million euros.
The tender aims to reconstruct around 25 roads in the Paskuqan area and out of 12 participating companies, "SHPRESA - AL" was declared the winner.

But awarding the tender to this entity constitutes a conflict of interest, as one of the company's administrators, Bardhok Osmani, is also an advisor to the Kamza Municipal Council under the logo of the "Together We Win" coalition of the SP and PL. This is a clear violation of the law on conflict of interest, as the same persons being managers in the company in question and at the same time officials of the Kamza Municipality, there is a possibility that the company will be favored in the tenders of this institution.

In fact, this is the second case within a few months that the Municipality of Kamëz has been put at the service of this company. We recall that in November last year, the Municipal Council approved the increase in the price of tickets and passes for the Kamëz-Tirana, Paskuqan-Tirana and several other lines within the territory of the municipality, while the direct beneficiary was "SHPRESA - AL".
After several verifications, VNA published documents showing that the persons who had requested, supported and voted for the price increase were the same ones who held management positions in the beneficiary company, "SHPRESA – AL".
But the denunciation seems to have fallen on deaf ears, while the Municipality of Kamëz continues to serve public tenders to the company that is administered by officials who also receive salaries as municipal councilors.
