The Special Court of Appeal orders SPAK to investigate and register criminal proceedings against the Mayor of Lushnja, Eriselda Sefa.
The latter was reported by a citizen on charges of falsifying documents and actions that impede the discovery of the truth.
SPAK had decided not to initiate criminal proceedings in the case in question. The complainant appealed to the Special Court, which decided to approve the decision of the anti-corruption structure. The Special Appeal overturned this decision, ordering SPAK to register criminal proceedings and initiate investigations into the case in question.
The Mayor has been reported regarding the procedure for leasing a public property on "Kongresi i Lushnjes" street.

The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of Judge Miliana Muça, on 30.09.2025, announced the decision on criminal case no. 195 act, date 02.09.2025 registration, on the appeal of citizen AH, with the subject: “Appeal against decision no. 268, date 04.06.2025 of the Special Court of First Instance for Corruption and Organized Crime, with the subject: Abrogation of the decision not to initiate criminal proceedings dated 24.04.2025, of the Special Prosecutor's Office against Corruption and Organized Crime, in relation to criminal report no. 81, date 14.04.2025” and decided:
- Amendment of decision no. 268, dated 04.06.2025 of the Special Court of First Instance for Corruption and Organized Crime, accepting the appeal of the appellant AH and ordering the Special Prosecutor's Office against Corruption and Organized Crime to register criminal proceedings and conduct investigations.
- A copy of the decision shall be communicated to the parties.
