VNA has revealed the testimony of businessman Gerond Meçe, who was kidnapped on the orders of Ergys Agas and Ermal Beqiri to force him to withdraw from complaints regarding AKSHI tenders.
In his testimony, Meçe explains that after leaving the building where he lived, he stopped near his car when a black Range Defender vehicle with police stripes stopped next to him. Three people in uniforms similar to police and vests with the inscription "BKH" forced him into the car. He states that after they put him in the vehicle, he realized that the people were not SPAK employees, as they had put a hood on his head, while the car diverted towards the village of Krrabë and then an isolated area near the village of Gracen.
During the abduction, they asked Meçe to give them his phone passwords, and then showed him an Excel document listing the tenders his company had appealed to the KPP and the Administrative Court. The first person in the car asked Meçe to withdraw from the proceedings, stating that they had no interest in his assets, but only to stop the appeals.
Excerpt from the testimony
Dated August 12
Gerond Mece says that on August 12, 2025, he was at home until 10:30 a.m.
When he left the building where he lives, he headed for his car that was parked next to the building, specifically in front of the Market X supermarket, a Hyundai with the license plate AB028LB. In that place there are several parking spaces in a row and next to it is the surrounding wall of a business, Autoservis Lavazh.
He remotely opened the trunk of the car, placed his backpack and handbag in the trunk, and at that moment a black Range Defender SUV approached, with police stripes, with Albanian license plates, which he did not notice at that moment, but later saw that the license plates of this vehicle were AC121JJ. While the car was moving towards him, he noticed a person outside the car who called him by name Geront Meçe. This person had the following characteristics: about 173cm tall, of average build, with straight black hair lying down, no beard, wearing a blue uniform with long sleeves, and a yellow vest with the inscription BKH (National Bureau of Investigation). He did not notice any special signs in his visual appearance. This person said to him: "We are SPAK, you need to come with us, get in the car." At that moment, he believed that it was SPAK and he obeyed without creating discontent or resistance because he was in the courtyard of his building. At that moment, a second person came out of the back door and opened the way for him to enter. He was not masked on his face either, but he was a bit fat, wearing a T-shirt like the police ones, according to the declarant's perception. Then, he saw inside the car that this person was wearing black jeans. At the moment when the first person called his name, the declarant pressed the button on the car's trunk, which automatically started to close. At this time, when the trunk was being closed, he got into the middle back seat of the Defender vehicle. At that moment, a third person also got into the car from his left side, who was dressed the same as the second person, wearing black jeans and a T-shirt like the police ones, fat but without a mask, with a round face, whom he was able to easily identify. The two people who were in the back with Gerondi (person two and person three) had tattoos, the second person had a tattoo on the outside of his right hand, between his thumb and index finger, a tattoo shaped like the letter "b" on the opposite arm, not completely closed and somewhere in the middle there was a dot. The third person, on the forearm of his left hand, has a black and white tattoo on his entire forearm. He heard the driver, who was wearing a mask, speak to the first person, asking him to take Gerondi's two bags from the trunk of the car. He takes the bags and puts them in the car. After they get inside, the declarant asked: - Do you have any papers, please give them to me? The first person who was in the front passenger seat, says he has been arrested and tells the second person (to Gerondi's right) to put on the handcuffs. The declarant asks them again to give him the papers, and that he needs to call his family. The first person tells him that he will give the papers to the police station, while the car moves to leave the courtyard of the palace. The people behind tried to put the handcuffs on him,but the fact that the second person did not know how to put on the handcuffs and the third person intervened, made the declarant suspect that these were not employees as they presented themselves.
At the moment the handcuffs were being put on, the declarant said to them, "Hey guys, I'm not a criminal." The second person said, "What did you say, what did you say, who is a criminal?!!", while the driver told them to put on their hoods. When they were leaving the parking lot of the yard, he saw his father and at that moment they put a black hood on his head. He realized that the people were not from SPAK. The car stopped for a few seconds at the traffic light, the declarant thought he was going straight, while the car swerved left and asked them which police station they were taking him to. The first person said, "To the nearest police station." The people in front were communicating in low voices among themselves. The declarant understood that the car's movements were towards Durrës, creating the belief that they were not SPAK and said, "Guys, I found out what you are."
The car headed towards Astir and at that moment he said to them "Chuna, I am old and have heart problems, the hood I have on my head is preventing me from breathing". When the car enters the Grand Ring Road as soon as it passes Astir, they remove the hood from his head, but the third person (on his left) tries to hold his head down and covers his face with his hand, but despite this he has seen the entire itinerary that will be given to him at the police station. The third person began to exert force on the handcuffs, tightening them, after he refused to give him the password. They tell him "tell us, we know what you are, you are a thief
The car headed towards Elbasan, after the big ring road, then they took an exit to the village of Krrabë and the car continued on the old road to Elbasan. During this time they did not communicate. When they stopped, the clock in the vehicle showed around 11:20, and they found themselves in a place like a large "balcony" square near the village of Gracen, overlooking the village of Papër, as the declarant claims that in that position he could see the trail of the new road that is being opened, "Elbasan-Durrës". On the left side was an abandoned white brick building, one story, without windows, which and a tree beyond the wall surrounding the road. They ask him to get out of the car and continue to ask him for his phone password. Initially he refused to give it to them and at this moment the driver comes and slaps him. They take the phone and put it on the declarant's finger since his hands were behind his back. The third person removes the handcuffs from behind and puts them in front of him. There they managed to unlock the phone with his fingerprint, and the declarant thought that at that moment they switched it directly to airplane mode. At an earlier moment, before it had even entered the big ring, the phone had rung non-stop. This gave him hope that someone was looking for him and that was why he had refused to give them the password, as he hoped that someone would find it.
The first person (the front passenger) says "We are asking you to cooperate, not like with the password, because otherwise you have a bullet in your head". This is also the moment where all three, except for the driver, demonstrate the short weapons they had in their belts. The second person takes the pistol out of his belt, holds it in his hand and makes actions by taking out and inserting the magazine, while the first person was holding the pistol in his hand threatening him "Are you going to cooperate or what?". The declarant at this moment says "Hey, what do I need you to cooperate for?". The first person who was wearing a vest with the inscription BKH (which he has already taken off) goes to the car and comes out with a white envelope in his hand, opens the envelope and gives him a letter that had an Excel table and says "Do you recognize this letter"?.. They showed him the letter, which has a table where, starting from the name coupon, the tenders for which his company has appealed are written and in a column the status, the status of the tender in the KPP (Public Procurement Commission). He also noted at this moment, among other things, a procedure that was written Administrative Court.
They ask him "did you understand?" At first he says no but he has perceived that someone has organized this event because of his complaints. In his perception at that moment there could have been seven to nine procedures. The first person asked him "Did you understand?", while the declarant says "What should I understand?". The person says "These are tenders that you have complained about and you should withdraw. We have nothing to do with your money, we know that you have money, you enjoy it, but you have nothing to do with these procedures and you will withdraw from these procedures". He says "Why, this is not how this work is done, because even if it was done, it would ruin more work for you than for me". Meanwhile, Gerondi tries to convince them that the withdrawal is not being done at this moment by bringing to their attention that he is no longer an administrator (who tell him that they knew) but he was asking them for a compromise that he would do the following day if they released him. It seemed to him that the situation was going in his favor, the first person also told him to withdraw from the trial in the Administrative Court. At these moments, while the first person was talking to the declarant, he saw that the driver, but he suspects that another person (the fifth) who may have come nearby in another car (he suspects a Volvo car) had communicated from his phone with the administrator Shkelqim Kerluku, and they said "You told us that it wouldn't be done, while the administrator said it would be done". From this moment, where Gerondi was handcuffed with one hand to the seat, the second and third people stood guard with him, while the driver and the first person were somewhere in the building, he suspects that there was a fifth person there who had collaborated in this activity. During this time, the third person and the second person took off their police clothes, where the second person is wearing a shirt and the third person is wearing a white blouse. The latter also took off his mask.
