Starting from the beginning of next year, citizens who will buy used cars will face higher costs. The Ministry of Finance has published a new instruction, which determines the new reference prices for vehicle customs clearance.
According to the directive, all used vehicles imported from Europe, China or North Korea will be subject to new and higher customs clearance fees. Payment will be made based on the size of the vehicle's engine.
For vehicles up to 1,400 cc, the minimum customs clearance threshold increases from 130 thousand lek to 162.5 thousand lek, about 25% more. While for vehicles with cylinders of 1,400–1,900 cc, the value increases from 200 thousand to 250 thousand lek.
The instruction also foresees an increase for vehicles with higher cylinder capacities, where for used vehicles over 4,500 cc, the customs clearance fee reaches up to 1 million lek.
Businesses that use pickup trucks, vans, and trucks are also affected by these changes. For vehicles up to 1.5 tons, the minimum customs clearance threshold increases from 400 thousand to 500 thousand lek, while for trucks over 15 tons, it increases from 1.2 million to 1.5 million lek.
According to official statistics, 89,654 vehicles were registered for the first time in the period January-November 2025, of which 73,066 were cars. The data shows that about 80% of them are vehicles with over 8 years of use.
