The concentration of public spending in December, with almost a quarter of the budget, has become a chronic problem.
Today's data from the Ministry of Finance shows that at the end of the 11-month period, budget expenditures reached 638.6 billion lek or 77 percent of the annual total.
In December, 193 billion lek remain to be spent, or about 2 billion, which is 23.5% of this year's total budget.
The pace of revenue collection is falling.
In November, they collected 59.5 billion lek with an annual growth of 4%, showing a slowdown. For the period January-November 2025, total revenues reached about 687.7 billion lek, a realization of 99% of the plan for the period. Compared to the same period a year ago, about 39.7 billion lek more or 6.1% more were collected.
Revenues collected from Taxes and Customs, for the period January-November 2025, amount to 453.2 billion lek, 36.7 billion lek more than the same period last year or 8.8% more.
Tax revenues collected by the customs administration (revenues from VAT on imports, excise duties, customs duties and mineral royalties), for the period January-November 2025, were realized in the amount of 218.2 billion lek, 9.2 billion lek or 4.4% more than January-November 2024, a realization of 98.8% of the plan for the period for customs revenues for 2025.
Revenues from VAT on imports, for the period January-November 2025, are 144.2 billion lek, 3.8 billion lek or 2.7% more than the same period a year ago.
Revenues from excise duties, for the period January-November 2025, amounted to 63.6 billion lek, 5.8 billion lek or 10% more than the same period in 2024.
Revenues collected from mineral royalties in exports, for the period January-November 2025, amount to 1.8 billion lek, a realization of 95.7% against the plan for the period January-November 2025.
Revenues from customs duties, for the period January-November 2025, are worth 8.6 billion lek, 455 million lek or 5.6% more than January-November 2024.
Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), for the period January-November 2025, were realized in the amount of 235 billion lek, 27.5 billion lek or 13.3% more than January-November 2024. Compared to the plan, the collected revenues are 1.9 billion lek or 0.8% more.
Revenues from VAT collected (net) were realized in the amount of 63.6 billion lek, 8.9 billion lek or 16.3% more than the period January-November 2024, and with realization in the amount of 2.3 billion lek or 3.7% more than the plan for the period. Refunds granted for the period January-November 2025 are in the amount of 22.4 billion lek, 1.9 billion lek or 9.5% more than the same period in 2024.
Revenues collected from profit tax amounted to 52.7 billion lek, 1.5 billion lek, or 3% more than the January-November 2024 period.
Personal income tax revenues for the period January-November 2025 amount to 75.9 billion lek, 15.8 billion lek or 26.2% more than the period January-November 2024, and 1.9 billion lek or 0.8% more than the plan for the period January-November 2025.
National tax revenues, for the period January-November 2025, were realized in the amount of 42.7 billion lek, 1.3 billion lek or 3.2% more than January-November 2024, as well as with the realization in the amount of 917 million lek or 2.2% more than the plan for the period.
Revenues from Special Funds, which include revenues from social and health insurance, collected by the Tax Administration, ISSH and FSDKSH, for the period January-November 2025, were realized in the amount of 163.4 billion lek, 16.8 billion lek or 11.4% more than the period in 2024, and with a realization of 100.5% of the plan for the period.
Expenditures, 1 fifth of the budget in December
Total public expenditures for the 11-month period of 2025 reached about 638.6 billion lek, with an implementation rate of about 91% of the plan for the period. Compared to the same period of 2024, this item resulted in about 11% higher or about 62.2 billion lek more.
In annual terms, total expenditures for the first 11 months of 2025 were realized at 77.4% of the annual plan according to the Initial Budget and 76.8% of the annual plan according to Normative Act No. 10, dated 08.10.2025.
Current expenditures, for the 11-month period of 2025, resulted in about 561 billion lek, while compared to the same period a year earlier, this item resulted in 9.5% higher or about 48.5 billion lek more. Current expenditures were realized at about 96% of the annual plan.
Capital expenditures for the 11-month period of 2025 amounted to around 76.6 billion lek, while compared to the same period a year earlier, this item was 20% higher or around 12.8 billion lek more. Capital expenditures were realized at around 65.2% of the annual plan./Monitor.al/
