How the government's ambition to digitize public administration and move all services online, which was recently personified by the world's first online minister, christened "Diella", is failing to create a sustainable and reliable system for business, despite having swallowed hundreds of millions of euros. How business activity was blocked for at least three weeks and no one was held accountable or even informed. Reality is showing a state that has invested a lot to appear digital, but not enough to be truly functional.
In mid-December, for two days, businesses faced problems using the SelfCare platform through which they carry out administrative actions online, which is again managed through e-Albania. “I have three tax audits, they ask for today's purchase and sales invoices and I can't get the purchases out.
"Not even the sales programs work," N. Sadiku, an accountant, claimed at the time. The National Information Society Agency (AKSHI), contacted by "Monitor", claimed that at that time the system was functioning normally.
The same problem was repeated in the last days of December, blocking the activity of entities on the weekend before the new year, while the public administration "enjoyed" the extended holidays.
In January of this year, entities again faced a blockage of activity, also on the SelfCare platform, which is an essential tool for the functioning of the fiscal and administrative system. The problem lasted for at least three weeks, almost completely paralyzing the activity of entities, making many services impossible.
For accountant Sotiraq Dhamo, the malfunctioning of the SelfCare system blocked the work of many businesses, including natural persons who can issue fiscalized invoices, non-fiscalization of customs declarations on time for importers, and address changes cannot be made in the electronic certificate if an error has been given.
"Normally, SelfCare is the main basis for reconciliations. Even now, during the preparation of the 2025 Annual Financial Plan, some reconciliations need to be performed with SelfCare, so it is necessary to have access to the platform."
Self-employed individuals use the SelfCare system for invoice fiscalization, as this service is offered to them free of charge, unlike other businesses that are forced to use the services of private fiscal software companies.
According to INSTAT, there are about 40,000 self-employed businesses in the country, or about 30% of the total, but there is no data on how many of them are self-employed alone. The activity of the latter was completely blocked due to the malfunctioning of the SelfCare program, jeopardizing the receipt of monthly income due to the non-issuance of invoices.
Service interruptions are occurring frequently, although investments in digital governance have increased rapidly in the last 6 years.
In 2025, funding for e-government increased threefold within a year, reaching 20.1 billion lek (over 200 million euros), from about 3.3 billion lek provided in 2019, to a total of 48.4 billion lek in 4 years, or almost 500 million euros. In the last decade, the administration has increased by 20 thousand people, to reach 184 thousand employees, but businesses still fail to find solutions to their problems!
"e-Albania is the government portal where public services found in the offices and physical counters of institutions are provided electronically thanks to the Government Interaction Platform that connects the systems of institutions with each other.
"The portal is conceived as a one-stop electronic office, where the citizen registers using his/her identity card and is served by searching and applying for the service he/she needs," the e-Albania website states.
But reality is showing that these services, instead of facilitating businesses and citizens, are turning into a nightmare for them.
After two weeks of continuous blockage, business associations demanded a reaction from the institutions and a solution to the problem. The Alliance of Free Professionals (APL), which represents members in various sectors in Albania, has addressed the General Directorate of Taxes (DPT) and the National Agency for the Information Society (AKSHI) with a letter regarding the recurring problems in the fiscalization system, which are bringing serious blockages to economic activity and increasing the risk of penalties against businesses for reasons that do not originate from the taxpayers.
According to APL, the blockages had direct consequences in: Work interruptions and delays in billing and collections; Increased risk of errors and inconsistencies in documentation; Additional operational costs (time, staff, technical support, loss of customers); Exposure to fines and penalties for deadlines that businesses do not control; Damage to trust in the process and in the formalization of the market with fiscalization.
APL sought solutions, guidance, and guarantees that businesses would not bear the costs and liability for a problem beyond their control.
The Albanian Association of Accountants and Financiers was more harsh. “What started as a promise of modernization and convenience through the 'SelfCare' platform has today become an insurmountable barrier that is choking businesses and driving accounting professionals to exhaustion,” the Association said.
The Albanian Association of Accountants and Financiers has raised its voice, demanding not only the recognition of this situation as a force majeure, but above all, transparency. Business cannot operate with the hope that the system will “maybe” return tomorrow.
When failure is sold as success
Ndryshe nga shoqatat e bizneset që reaguan dhe kërkuan transparencë e bashkëpunim, për tre javë institucionet përkatëse heshtën, duke mos i sqaruar bizneset për situatën e krijuar dhe pa dhënë asnjë informacion se çfarë po ndodhte e kur mund të zgjidhej problemi. Përkundrazi, në linjë me përqasjen e qeverisë, që njeh vetëm sukseset, përgjigjet ishin shumë evazive.
Drejtori i Përgjithshëm i Tatimeve, Ilir Binaj, tha së fundmi se “sistemet tona janë nga më të avancuarat dhe ne jemi në zhvillim të vazhdueshëm të tyre, madje duke përfshirë edhe Inteligjencën Artificiale.
Sigurisht që gjatë punës sonë, ka momente që sistemet krijojnë probleme, kjo ndodh kudo dhe ato adresohen nga strukturat e IT-së me përgjegjësi maksimale për të ndihmuar bizneset në punën e tyre.
Kur ndodhin këto problematika, bizneset kanë mundësi, që të dhënat që nuk janë në gjendje t’i raportojnë në sistemin e fiskalizimit, t’i mbledhin dhe t’i raportojnë në një kohë të dytë”.
Ministrja e Ekonomisë dhe Inovacionit, Delina Ibrahimaj, u shpreh në Kuvend se shërbimet digjitale të Shqipërisë janë vlerësuar nga institucionet ndërkombëtare.
“Ne jemi të tetët në Europë për sa i përket ofrimit të shërbimeve digjitale.
Ne jemi të 17-ët në botë për sa i përket ofrimit të shërbimeve digjitale. Veprat janë vepra, faktet janë fakte. Sistemet e ndërtuara u kanë ardhur në ndihmë të gjithë qytetarëve shqiptarë që jetojnë në Shqipëri dhe jashtë Shqipërisë, sistemet e ngritura për ofrimin e shërbimeve të bizneseve kanë reduktuar kohë dhe para”, tha Ibrahimaj.
Edhe pas njoftimit zyrtar se sistemi u bë funnksional, bizneset sërish hasën probleme në aksesinimin e tij. Tatimet u detyruan të shtynin dorëzimin e inventarit nga 31 janari në 20 shkurt.
Mediat e huaja “kryqëzojnë” Diellën
Ashtu siç tërhoqi vëmendjen në botë në shtator 2025, risia e një ministreje të Inteligjencës Artificiale në Shqipëri, mediat ndërkombëtare nuk e kursyen “Diellën”, kur shumë shpejt u bë e qartë që nuk po e arrinte misionin për të cilin u reklamua me të madhe: Të ishte një simbol i transparencës, reformës digjitale dhe luftës ndaj korrupsionit.
Gazeta e njohur amerikane, New Your Times shkroi pak ditë më parë: “Një raport i nëntorit nga zyrtarët e BE-së tha se Shqipëria kishte “treguar disa përparime”, por se “korrupsioni mbeti i përhapur në sektorë vulnerabël.”
Ai vlerësoi një njësi të posaçme prokurorie të krijuar në vitin 2019 për “rezultate pozitive në luftën kundër korrupsionit të nivelit të lartë”. Kjo përfshin një hetim në Agjencinë Kombëtare të Informacionit, vetë organizatën qeveritare që krijoi Diellën.
Muajin e kaluar, prokurorët në një njësi speciale hetimore njoftuan se kishin vendosur drejtoreshën e agjencisë dhe zëvendësen e saj në arrest shtëpie, duke i lidhur me një organizatë kriminale të akuzuar për manipulimin e aplikimeve për kontrata përmes intimidimit. Agjencia operon infrastrukturën digjitale të qeverisë, duke ushtruar kontroll mbi një gamë të gjerë sistemesh publike online, përfshirë Diellën”.
Në revistën e Brown University, thuhet ndër të tjera se “më 11 shtator 2025, Kryeministri Edi Rama e emëroi zyrtarisht Diellën në një rol të ri – ministre e Inteligjencës Artificiale. Ngritja e saj në detyrë e bën Diellën përgjegjëse për procesin e prokurimit publik prej miliarda dollarësh në Shqipëri, në të cilin qeveria e Shqipërisë blen mallra dhe shërbime nga sektori privat. Përdorimi i Diellës si një masë antikorrupsion nga Rama është reklamuar si një risi revolucionare.
Në fund të fundit, Diella është sistemi i parë i Inteligjencës Artificiale që shërben në kabinetin e një vendi. Megjithatë, ndërsa qëllimi i deklaruar i Diellës është të fitojë favorin e BE-së duke eliminuar korrupsionin dhe duke avancuar rolin e teknologjisë në qeveri, emërimi i saj vepron më shumë si një mjet propagande për administratën e Ramës.
Ndërsa prania parlamentare e Diellës përhapet me njoftimin e fëmijëve të saj, Rama rrezikon të krijojë një entitet politik të pakontrolluar që mund të ndikojë në politikat qeveritare.
Mungesa e mbikëqyrjes së Diellës, varësia nga firmat amerikane të teknologjisë dhe lidhjet jodemokratike me Partinë Socialiste të Ramës kërcënojnë në vend të kësaj të komprometojnë rrugën e Shqipërisë drejt pranimit në BE dhe të rrezikojnë zhvillimin demokratik afatgjatë të vendit”.
Çfarë nuk po funksionon me sistemet online
Ndërprerja e vazhdueshme e funksioneve të e-Albania gjatë muajve të fundit ka ngritur çështjen se çfarë nuk funksionon. Sipas konsultimeve me ekspertët, një kombinim faktorësh problematikë, nga zvarritja e tenderit të fiskalizimit, te përdorimi i zgjidhjeve open-source pa kontroll teknik nga AKSHI dhe dorëheqjet masive të teknikëve pas fillimit të hetimeve të SPAK ka çuar në problematikat e shumta me të cilat po hap sistemi.
Në mes të dhjetorit të vitit të kaluar, tenderi për mirëmbajtjen e sistemit të fiskalizimit për llogari të Drejtorisë së Përgjithshme të Tatimeve, me autoritet kontraktor Agjencinë Kombëtare të Shoqërisë së Informacionit (AKSHI), me fond limit 7.7 milionë euro, ka përfunduar sërish i ankimuar në Komisionin e Prokurimit Publik, vetëm dhjetë ditë nga heqja e pezullimit.
Teksa më herët KPP mori këtë masë për t’i hapur rrugë vijimit të procesit pas konstatimit se ishin bërë korrigjimet e nevojshme në dokumentet e tenderit, tashmë një tjetër operator vlerëson se këto ndryshime nuk janë të plota duke lënë hapësira për interpretim.
Një inxhinier që ka punuar në sistemet digjitale qeveritare thotë se, kur u mor vendimi për modernizimin e platformës, arkitektura u zhvendos drejt modelit “microservices”, por pa përdorur kompani apo produkte të certifikuara sipas standardeve ndërkombëtare.
(Platforma është ndërtuar mbi një numër të madh shërbimesh të ndara nga njëri-tjetri: identiteti, pagesat, licencat, bizneset, dokumentet dhe komunikimi me tatimet funksionojnë si aplikacione të veçanta, secili me bazën e vet të të dhënave dhe me infrastrukturë të pavarur.
These modules interact through the GG (Government Gateway), creating a fragmented and error-prone architecture.
According to the engineer, such an approach requires very strong standards, teams that know the entire system map, continuous testing of interdependencies, and mechanisms that guarantee that, even if one module fails, the rest of the services continue to function normally.
In reality, maintenance is carried out by various contractors and numerous subcontractors: one company manages identity, another the payments, another the business registry, and another the e-Albania interface.
This creates what is technically called a “web of dependencies.” For example, when a business requests a service, the system must sequentially verify identity, business registration, tax obligations, payments, and document archive.
If even one of these services stops working, the entire request fails and the user sees the standard message: "e-Albania is not working", even though the problem may only be in a specific component.
The engineer said that the SelfCare system is not a standalone application. When a business enters to perform an action, the system must verify who you are, what entity you are, what tax obligations you have, and whether you are eligible to perform that service.
If one of these links does not respond, the entire transaction path is blocked.
The National Information Agency keeps the entire Albanian digital state afloat. Servers, databases and applications are kept under constant surveillance for load, speed and errors. If a module starts to lag or not respond, the internal system signals and technicians must intervene before the problem appears to citizens. What is happening these days with the blocking of services is that technicians have given up.
For the most part, these technicians were subcontracted to maintain the systems for very small sums by the companies that had won the maintenance tenders. Investigations have revealed that tenders that cost millions of euros were covered with costs of 200 or 300 thousand euros.
Due to the investigation, technicians and subcontractors are not currently intervening in the systems. Technicians need to identify where the fault is, isolate it and restore service as quickly as possible. After that, they analyze why it happened and what needs to be changed to prevent it from happening again. If the system had been built well, service interruptions would have been very short, the engineer explained.
He said that, over the years, dozens of different systems have been built, with poor standards. The problem is exacerbated by the fact that the maintenance of these services is not fully in the hands of the state. A large part of the code and configurations are with contractors and subcontractors, who either have unclear contracts, or are in a climate of fear and legal uncertainty./Monitor
