During the second quarter of 2025, municipalities across the country approved 352 building permits, a figure similar to the same period last year (April-June 2024). However, the notable change this year is related to the construction area: from 845 thousand square meters last year, to only 280 thousand square meters this year, a decrease of about 70%.
The vast majority of permits pertain to the construction of one- or two-story apartments, while 4 permits have also been approved for residences, 9 for hotels, and 21 for commercial buildings.
Durrës region holds the top spot with 156 building permits, accounting for almost half of the national total. In addition, an increase in interest in construction has also been noted in Korça and Shkodra – two cities that are increasingly seen as destinations with high tourist potential.
According to data published by INSTAT, the total value of construction investments approved for this period reaches 20 billion lek.
