
Two draft decisions have been made public for the establishment of special committees for Electoral and Administrative-Territorial Reform, which are expected to be approved during today's meeting of the Conference of Mayors.
Composition of the Electoral Reform Commission
According to the basic variant, the commission will be established on the principle of equality between the majority and the opposition, with a total of 16 members:
8 representatives from the Socialist Party
8 representatives from other parliamentary parties
The committee will be led by two co-chairs, one from the SP and one from the DP, with the aim of ensuring an inclusive and consensual process.
However, an alternative version envisages a 17-member composition:
9 from the Parliamentary Group of the Socialist Party of Albania
6 from the Parliamentary Group of the Democratic Party of Albania
1 from the Parliamentary Group of the “Alliance for Change”
1 from the Parliamentary Group of the Freedom Party
In this scheme, the chairman of the committee will be from the majority, while the deputy chairman will be from the opposition.
Commission for Administrative-Territorial Reform
This commission is also expected to be structured on the same principles of political representation, including all parliamentary groups and dividing leadership between the majority and the minority.
mandate
Both commissions will have a 9-month mandate, within which they must finalize relevant proposals and recommendations for changes in the political and administrative system.
The approval of the draft decisions at the Conference of Mayors is expected to formalize the launch of the new reform process.
