The Albanian Parliament convenes today in a marathon plenary session, where Prime Minister Edi Rama will present the new governing program for his fourth mandate. The session starts at 10:00 and, according to forecasts, could last for more than 24 hours, becoming one of the longest in the history of Albanian parliamentarism.
This is the third plenary session this week and follows the decision of the Conference of Speakers held the day before, which decided that each MP would have 10 minutes to speak. This decision is expected to significantly extend the duration of the discussions.
After the opening speech of Prime Minister Rama, the floor will be passed to the opposition. It has not yet been officially confirmed whether it will be Sali Berisha or Gazment Bardhi who will speak on behalf of the opposition, as the decision is expected to be made within the group. The Assembly's Rules of Procedure stipulate that the Prime Minister and the leader of the opposition have the right to speak without time limit or in equal time with each other.
Discussions may be delayed until late at night, forcing the session to be interrupted and resumed on Friday. At the conclusion of the debate, a vote of confidence will be held for the new government, including the Prime Minister and 16 ministers, through the approval of the relevant decrees signed by the President of the Republic, Bajram Begaj.
