The Assembly is expected to review the 26 annual reports from a number of independent institutions from the previous year.
By October 16, the Assembly is expected to review the 26 annual reports of the previous year from a number of constitutional and independent institutions, including the Ombudsman, the Supreme Court of Justice, the General Prosecutor's Office, SPAK, the Supreme Audit Office, the BoA, the AMA, the CEC, the ILDKPKI, AKEP, and INSTAT, institutions that submitted their reports at the end of March this year, but the campaign for the May parliamentary elections postponed them, moving them to the new Assembly for reporting.
Parliamentary formality
From the reports, the Assembly should ultimately issue relevant recommendations or observations to be implemented (normally) by the institutions in 2025, when there are only two months left until the end of the year.
dubbing
In addition to the formal reporting of these institutions, in the three-week work calendar of the Assembly, all institutions will have to report to two committees simultaneously, to the responsible committee and to a newly established committee for Civic Initiatives, Cooperation and Institutional Oversight headed by Fatmir Xhafaj.
assignments
In short, the powers of the “Xhafaj” commission include monitoring the strategies and decisions of the Assembly, reviewing citizen petitions, and post-legislative control to see how laws are implemented.
How will it work?
During the constitution of the commission, Chairman Fatmir Xhafaj said that there will be joint meetings with the commissions responsible for the annual reports of several constitutional bodies, those established by law, as well as subordinate institutions for their activities during 2024.
It remains unclear what concrete role this committee will have on the institutions that will report and whether it duplicates the competencies of the responsible committee in this case.
Problems
The Chairperson of the Committee on Human Rights and Public Information, Jorida Tabaku, raised the issue of how to coordinate with the "Xhafaj" Commission when there will be joint reports.
"He (the commission) is overlapping functional responsibilities in our judgment and in violation of the regulation...", said Tabaku. /Faktoje./
