
Law 7501, in 1991, in the version presented by the SP majority, did not provide for ownership but for granting for use. But the DP demanded that the land be granted in ownership, otherwise they would not vote for it. The ALP and the DP reached a compromise where it was decided to grant ownership but without the right to sell. Later, a provision was approved that allowed for sale and purchase. That infamous law was approved by the SP and the DP together. But there were only 5 people who voted against it, 2 from the DP and 3 from the SP. Abdi Baleta then made a prophetic prediction.
"Mr. Berisha, you are plunging Albania into civil conflict. Do not force the courts to implement a law that violates the universal right to property."
After 10,500 victims of property injustice, history is proving that Abdi Baleta was right. As the first MP to vote against the infamous Law 7501, he raised his voice against an act that the Democratic Party destroyed the property order in Albania, but also brought social discord, endless conflicts and injustice for generations. Today, the moral condemnation of this law is clear, while Baleta's courage remains a rare testament to political vision.
