The son of the former speaker of the Albanian Parliament, Gramoz Ruçi, is one of the many beneficiaries of permits for photovoltaic parks in the sandy area of Fier, on the Adriatic Sea. According to documents exclusively obtained by VoxNews, Ledian Ruçi has suspiciously acquired a huge area of property by the sea, while the signatory of the property forgiveness is Armando Subashi himself.
Apparently, a pure conflict of interest, as Mr. Gramoz Ruçi was a deputy of the Fier district, and even the political representative of the majority in that district. He resigned from the post of deputy after the 2021 parliamentary elections, while in recent years he has maintained a low profile in public, but quite active in the structures of the Socialist Party.
Now his son, Ledian Ruçi, has acquired a huge property in the area of Topojë, by the sea, even with the decisions of his father's former subordinate, Mayor Armando Subashi. The latter is known as one of Ruçi's supporters and "man", while the "honor" he has done to the family is enormous!
According to documents obtained by VoxNews, in recent days the National Council of Territory and Water has revealed one of the most controversial permits, that of "approval of the construction permit for the facility 'construction of a photovoltaic electricity generating plant, with an installed capacity of 2 MW, and auxiliary works, in the village of Grykë, Topojë Administrative Unit'". It is learned that the developing entity will be the company "SLR Albania" sh.pk
In the same decision, a description of the area is also given. It is learned that the permit was granted in the village of “Grykë”, about 5.5 km from the village center and about 16 km from the city center of Fier. “The total area of the leased property is 50,000m². The construction site made available for development from the general property has a total area of about 20,000m²,” the accompanying documents state.
But how did the SLR firm acquire the entire area? According to documents exclusively available to VoxNews, the developer proposes that the development be carried out on property No. 554/6 located in Cadastral Zone 3358, of the "ranishte" type with an area of 50,000m².
"This property was taken into use through the lease contract no. 968 Rep and No. 460 Kol, dated July 9, 2022 between the lessor 'Bashkia Fier' and the lessee the company 'SLR ALBANIA' sh.pk" the document states. So, the permit was signed by the mayor of Fier, Armando Subashi himself!
It is learned that the company "SLR ALBANIA" sh.pk uses for the purpose of development a land area of 2 ha from the above property with the aim of obtaining final approval from the Ministry of Economy and Finance and signing the contract for the construction of a 2MW photovoltaic plant.
VoxNews also reviewed data from the National Business Center, which shows that the company SLR ALbania is 100% owned by Mr. Ledian Ruçi. A well-known name, also in the past in several open cases in Tirana or even from the pink chronicle.
According to the statute and the deed of incorporation of the firm, Mr. Ledian Ruçi, was born in Tepelena and resides in Tirana, is the son of Gramoz and Erfane.
In 2022, he founded the firm "SLR ALBANIA", which aims to implement and manage solar (photovoltaic) and wind energy generation projects in the Republic of Albania and obtain from the Albanian Government or Ministries and Institutions of the Albanian State all approvals, permits and licenses that enable the development of this activity in a smooth manner and in accordance with the legal framework.
However, the "calmness" of this firm comes from the owner's father, who is a high-profile figure in politics, with high positions in the government or in the Socialist Party. "Fate" wanted it that with only a few years of establishment, the same firm would receive a huge area of land or all the permits from these institutions, run by the father's "subordinates". /Vox News/
