
The Tirana Administrative Court has rejected the request for securing the lawsuit of actress Anila Bisha.
In the lawsuit filed by actress Anila Bisha in the Administrative Court against the AKSHI and the Council of Ministers, the 'suspension' of the Minister of State for Artificial Intelligence, Diella, was requested.
The case was reviewed by Judge Armand Shkurta, who also expressed his opinion on the request for securing the lawsuit, dismissing it.
We recall that the actress also sought damages of 1 million euros for image damage. This is because the National Theater actress claims that her image and voice have been adapted for the government avatar 'Diella'.
She filed the request with the Administrative Court, where the parties are the Council of Ministers, Apel Shpk Company, AKSHI and Prime Minister Edi Rama.
Until the end of the legal process, she requests that her personal data be no longer used.
Actress Bisha states that she had a contract for her image to be used only as a virtual assistant for e-Albania services, and that Diella's appearance as a minister was done without her approval and in violation of the contract.
The document submitted to the Administrative Court notes that the creation of Minister Diella's avatar was carried out "without obtaining any prior approval from actress Bisha for the use of the data, and even without informing her."
When the prime minister introduced Diella for the first time in September 2025, the actress says she was completely surprised to find that the avatar was built in her image.
The document also states that in the situation created, the actress "has had all her personal data (image and voice) that constitute her external identifying features seized, and by being used in violation of the law, they have created a digital duplicate of the plaintiff."
