
The order to relocate the Local Directorate of the State Cadastre Agency of Vlora to Tirana has not been well received by employees and public opinion, as it removes one of the city's main institutions.
Following the announcement of the closure of the Vlora Cadastre and its transfer to the capital, over 50 employees have started a protest inside the institution's premises. It is learned that they have also signed a petition against this move. All employees were officially notified on January 23 of the relocation.
According to the approved decision, the structures of the Vlora Local Cadastre Directorate will be transferred to Tirana, along with another institution, the property management institution. The decision is dated January 23, 2026 and was signed by the Director General of the Cadastre, Lorena Goxhobelli.
This decision enters into force on February 1, the date from which Vlora will no longer have a local Cadastre office.
The Vlora Cadastre (formerly Hipoteka) has often been in the spotlight due to numerous problems related to legalization and ownership issues, especially in the field of construction. Over the years, the institution has also had a significant number of directors removed and appointed, reflecting instability in management.
