Engineer Romeo Nazarko, invited to the show "Studio 24", has raised the alarm about the way infrastructure projects are being implemented in Albania, stating that a large part of them are being implemented with fictitious licenses and with a significant lack of technical control on the ground.
According to Nazarko, the avoidance of technical standards and the lack of engineers in the field have led to problematic situations on several road segments in the country.
Nazarko emphasized that to guarantee quality standards, specialized human resources and investments in machinery are needed, while adding that tenders are often predetermined.
He mentioned as problematic examples the "Korça-Kolonja" road, where according to him there have been landslides and even bridge collapses, as well as the Qukës-Qafë Plloçë segment. According to the engineer, in some cases it is the same company that is implementing the works.
According to him, the only real filter remains the technical managers who are in the field, while the institutional oversight system leaves much to be desired.
Romeo Nazarko: How is it possible that millions of euros are being spent and we are again in a critical situation with the roads?! It is not millions of euros that keep a road standing, but technical standards and the quality of the materials used in the works.
The technical standards leave something to be desired, to create a standard you need to have human resources and invest in them and in machinery. The fact that here the tenders are predetermined, means that the managers do not spend money but spend all the costs to be as close as possible to the minister.
As for whether it is a landslide, this situation has been seen throughout the country for 2 years, we have a landslide on the "Korçë-Kolonjë" road that collapsed an entire bridge, and unfortunately it is the same company that is working here, and Qukës-Qafë Plloçë. Avoidance and bypassing of technical standards as well as the lack of engineers in the field because some of the projects are done by companies with fictitious licenses by engineers who work in state institutions. The engineer works in the administration and his license circulates in the design studio and tender files and who controls them, the control is zero. Only the technical managers who are in the field do this.
