Every weekend and late at night, when the prison corridors are empty and the administration is minimal, a Prison Police employee would quietly move between the cells. For colleagues, it was simply a service shift. For investigators, it was the moment when a well-organized scheme to introduce and distribute narcotics within the Elbasan Penitentiary Institution began.
The Prosecutor's Office at the First Instance Court of General Jurisdiction in Elbasan has registered criminal proceedings no. 669 of 2025 against Prison Police employee Ndriçim Kroj and citizen Esmeralda Komici, suspected of "Production and sale of narcotics" as well as "Introducing or keeping prohibited items in prison institutions".
According to the investigative file, Ndriçim Kroj used his position to introduce narcotics into the prison's internal regime, mainly during the third shift and on Saturdays and Sundays. To camouflage his activity, outside of working hours he appeared as a street vendor in the city of Elbasan, selling used phones and valuables, while behind the scenes he took orders from relatives of detainees.
Investigations show that the narcotics were handed over to detainees Gerald Stamolla, Fatjon Pellumbi and Emiljano Dinja, who then distributed them within the prison premises. It is suspected that Stamolla also served as the connecting link between Kroj and the drug supplier, citizen Esmeralda Komici, who operated in Tirana.
The footage administered by the Internal Control Service has revealed a recurring pattern: after the briefing, Kroj would leave the line, go to his Ford vehicle, with license plate AA 857 LE, stay inside for a few seconds, make suspicious movements, and then enter the internal mode. In one of the episodes, he evades the control of the car key, which he places on the scanner without being checked, and then puts it in his pocket.
The suspicions are also strengthened by secret meetings in Tirana. On June 18 and 19, 2025, Kroj met late at night with Esmeralda Komici, where he is suspected of receiving narcotics, which were then hidden in the spare tire of the vehicle. In some cases, his partner, Migena, was also involved in these actions, who is suspected of having served as an intermediary in obtaining suspicious items.
To document the criminal activity, the Prosecution has obtained court authorization for telephone and environmental wiretapping, covert surveillance, filming, and tracking the movements of several people, including other employees of the Elbasan Penitentiary Institution, suspected of collaboration.

At 12:56 Ndricim Kroj together with the persons arrive at the Teg shopping center, from where the female citizen gets off together with the child and gets into the Volkswagen type vehicle and then leaves towards the city of Elbasan.
