
SPAK has officially filed charges against two former prosecutors of the Saranda Prosecution Office, Kledian Llaho and Çlirim Shahini, as part of an investigation into corruption allegations related to the easing of security measures against businessman Pando Papuçi, who was previously under investigation for illegal construction.
According to SPAK, Llaho is accused of the criminal offense of corruption, while Shahini, currently a lawyer, is suspected of exercising unlawful influence. The investigation suspects that the two former prosecutors demanded a total of 55 thousand euros from Papuçi in exchange for interfering in court proceedings, with the aim of relaxing security measures. The investigation shows that Papuçi had evaded justice for about two years and was subsequently arrested, while his security measure was changed within an hour by Judge Edona Vajushi, following the prosecution's request. SPAK suspects that this move was part of a premeditated scheme to influence judicial decision-making through illegal payments.
According to prosecutor Manjola Kajana, Llaho is suspected of having received 30 thousand euros, which, according to the investigation, were transmitted through businessman Vasil Bakalli, who is suspected of having acted as an intermediary. The money is suspected of having been obtained in Greece. After being released from prison and placed under “house arrest”, Papuçi is suspected of having paid another 25 thousand euros to Çlirim Shahini, in order for the latter to intervene to replace the measure with an “obligation to appear”. This request was also later accepted by the court.
The case against the two former prosecutors is expected to be reviewed by the Special Court against Corruption and Organized Crime (SCOC). Meanwhile, in August of this year, the Court of Appeals ruled that Pando Papuçi had not committed a criminal offense related to the charge of illegal construction, thus dismissing the essence of the case against him.
