SPAK concludes investigations into the Revanshi file. Among the defendants who are part of several criminal groups is former socialist MP Arben Ndoka, his son-in-law and nephew, Fatmir Troplini known as Visi Pojës, a member of the Troplini Clan. SPAK has also filed charges against Ervis Martinaj, although the gambling king has disappeared without a trace for 3 years, Hektor Xhecuka, one of Martinaj's confidants, Aldo Avdylaj, part of the Avdylaj criminal group, and Kasandër Ndoka.
Also under indictment are Indrit Dokle, sentenced to life imprisonment as part of the Durrës Gang, who was later released on bail, and Durim Bami, as Nikla's strongman.
THE EPISODES FOR WHICH SPAK ACCUSES
Criminal offenses against life and providing assistance for illegal border crossing
Defendants Arben Ndoka and Arian Tuku, in the role of creators, organizers and leaders of a structured criminal group, in collaboration with other members of this group, defendants Ervis Martinaj, Samuel Ndoka, Jozi Kraja, Aldo Avdyli (alias Elidon Avdyli), Marklen Haka (alias Marklen Aliu), with other defendants previously sent for trial in criminal proceedings no. 59/1, of 2022 and no. 59/2, of 2022, as well as other unidentified citizens, during 2020 provided conditions and material means to commit the murder of citizens, Durim Bami and Valter Bami.
Defendants Arben Ndoka and Arian Tuku, in collaboration with other defendants, previously sent for trial in criminal proceedings, no. 59/1, of 2022, assisted defendant Aldo Avdyli (alias Elidon Avdyli) on 3.7.2020, in illegally crossing the borders. The defendant entered the territory of Albania from Montenegro, without passing through the border crossing point.
Defendants Arben Ndoka and Arian Tuku, in collaboration with other members of this group, defendants Samuel Ndoka, Vincens Tuku, as well as other unidentified citizens, planned the attempted murder of citizen Aleks Ndreka (alias Aleksandër Deda) on 1.12.2020. Aleks Ndreka received minor injuries after being shot with a gun from a vehicle.
A structured criminal group created, led and organized by the defendant, Tori Xhecuka (alias Hektor Xhecuka), financed by the defendant Ervis Martinaj, which also included the defendants Florenc Kelmendi (alias Florenc Toçi) and Marklen Haka (alias Marklen Aliu, as well as other defendants previously sent for trial in criminal proceedings no. 59/2, of 2022, has been organized since June 2020 for the murder of the citizen, Durim Bami, due to the conflicts that Ervis Martinaj and Tori Xhecuka had with this citizen. On 4.11.2020, members of this structured criminal group attempted to kill with an unauthorized firearm, the citizens Durim Bami and Ervin Kodra in the place called Ura e Tapizës, Fushë Krujë. They were traveling in a black Range Rover with Italian license plates, while the passenger was his aunt's son, Ervin Kodra.
The defendant Tori Xhecuka (alias Hektor Xhecuka), in the role of creator, organizer and leader of a structured criminal group, in collaboration with the defendants Florenc Kelmendi (alias Florenc Toçi), Ardit Gjokrosa, as well as other defendants previously sent for trial in criminal proceedings no. 59/2, of 2022, during the period May-July 2020, provided conditions and material means to commit the murder of the citizen, Hamza Terziu.
The defendant Tori Xhecuka (alias Hektor Xhecuka), in a manner dangerous to the lives of many people, attempted to kill citizen Hamza Terziu with a firearm in the early morning hours of 18.5.2020, by shooting with an automatic rifle 26 times in the direction of his apartment, in the village of Zenisht, Lis Administrative Unit, Mat Municipality. In addition to citizen Hamza Terziu, four of his family members were also in the apartment.
Defendant Durim Bami, in the role of creator, organizer and leader of a structured criminal group, in collaboration with the defendant, Endrit Dokle, other defendants previously sent for trial in criminal proceedings no. 59/1, of 2022, as well as with other unidentified persons during January 2021, provided conditions and material means to commit the murder of citizen Arben Ndoka.
Defendant Durim Bami, in the role of creator, organizer and leader of a structured criminal group, in collaboration with defendants Endrit Dokle and Marklen Haka (alias Marklen Aliu), as well as other unidentified persons, during February 2021 provided conditions and material means to commit the murder of citizens Tori Xhecuka (alias Hektor Xhecuka) and Erigers Mihasi.
The defendant Ervis Martinaj, in the role of creator, organizer and leader of a structured criminal group, in collaboration with other members of this structured criminal group, the defendants, Denis Meta, Kristos Teta, with other defendants previously sent for trial in criminal proceedings no. 59/1, of 2022, as well as with other unidentified citizens, during 2020 provided conditions and material means to commit the murder of citizens, Leonard Duka, Elvis Gaca and Altin Gega.
The defendant Ervis Martinaj, in the role of creator, organizer and leader of a structured criminal group, in collaboration with other members of this structured criminal group, other defendants previously sent for trial in criminal proceedings no. 59/1, of 2022, as well as with other unidentified citizens, during 2020 to March 2021, provided conditions and material means to commit the murder of citizens, Fatmir Hyseni and Armando Hyseni.
Defendants Fatmir Hyseni, Erlis Duka and Altin Gega, within a structured criminal group created, organized and led by Leonard Duka, in collaboration with other defendants, previously sent for trial within the framework of criminal proceedings no. 59/1, of 2022, as well as with other unidentified persons, during the months of June-July 2020, provided conditions and material means to commit the murder of citizens, Ervis Martinaj and Erigers Mihasi.
The defendant Elson Reçi (alias Elson Kaçorri), in the role of creator, organizer and leader of a structured criminal group, in collaboration with other members of this group, the defendants, Fatmir Troplini and Klodian Shahini, with other defendants previously sent for trial in criminal proceedings no. 59/1, of 2022, as well as with other unidentified citizens, during the period June-September 2020, have provided conditions and material means for the murder of the citizen, Preng Gjini (alias Preng Badanance). The goal was achieved while remaining in the attempt, on 15.9.2020, at the place called Nishërak Bridge, where a quantity of explosive material exploded in the vehicle, type Mercedes Benz, with license plates AA 903 YG. The driver of the vehicle, citizen Preng Gjini (alias Preng Badanance), was seriously injured, while two other citizens who happened to be at the scene received minor injuries.
Cultivation of narcotic plants and commission of criminal offenses by state police officers
The defendant Durim Bami organized, directed and financed a structured criminal group, intended for the cultivation of the narcotic plant cannabis sativa, in the village of Nikël, Fushë-Krujë during the period of December 2019-July 2020, as well as in the area of the Bubq Administrative Unit of the Municipality of Krujë, both before and during September 2020, taking care of the smooth running of this activity. He was assisted in his illegal actions by state police officers, such as the defendant Altin Morina and other still unidentified citizens, who provided information or helped to avoid checks on plots planted with narcotic plants.
On 3.4.2025, the defendant, Altin Morina, declared a wanted person, was found and seized in his vehicle by the police officers of the Police Commissariat No. 2, Tirana, a firearm, pistol model BERRETA PX4, caliber 9x21mm, Italian production, with number “PJ07009”. The weapon, which was held without a permit, was technically correct and suitable for shooting, with one cartridge in the cartridge chamber, as well as 9 (nine) other cartridges in its magazine.
In the Lezha District area, during the months of June-September 2020, a structured criminal group, led by Elson Reçi and composed of various citizens, who carried out the illegal activity, carried out illegal activities in the field of cultivation of the narcotic plant cannabis sativa. Elson took care of the functioning of the illegal activity, while also cultivating the narcotic plant. To carry out this illegal activity, the defendant was assisted by Klodian Shahini, a police officer on duty, head of the Anti-Narcotics Sector at the Lezha Police Directorate, who supplied the leader of the structured criminal group with various police information, playing a role in avoiding police checks in the areas where the narcotic plant was cultivated.
It is also proven that in the Lezha District area, as well as in the Kruja area during the months of May-September 2020, a structured criminal group, led by an unidentified citizen, carried out illegal activities in the cultivation of cannabis sativa. The following citizens were involved in this activity:
*Klodian Shahini, police officer serving as Head of the Anti-Narcotics Sector at the Lezha Police Directorate
*Henerigert Mitri, acting Director of the Lezha Local Police Directorate
They, using their position, favored the cultivation of cannabis and provided internal police information to the group's leader, as well as helping to avoid police checks on the plots where the narcotic substance was cultivated.
The defendant Elton Zalla was also involved in this illegal activity as an accomplice. In the latter's apartment, on 20.9.2020, 202 kg of the narcotic cannabis sativa were found, in the process of drying, processing and packaging.
In his capacity as Police Director at the Lezha Local Police Directorate, during the period January-September 2020, Henerigert Mitri, while communicating with various users of the ScyEÇ application, intentionally failed to exercise his functional duties by allowing the practice of gambling in violation of the law.
Drug trafficking
The defendants Arian Tuku, Kasandër Noga and Edson Jozëik (alias Edson Pjetri, alias Edmir Pjetri) during the months of June-November 2020, have organized, directed and financed a structured criminal group, intended for the trafficking of the narcotic plant cannabis sativa, to the countries of the European Union, in collaboration with the defendant, Oltion Zefi and other unidentified citizens. On 3.11.2020, a quantity of approximately 160 kilograms of cannabis sativa trafficked from Albania, was seized in Montenegro.
