The Special Prosecution Office against Corruption and Organized Crime (SPAK) filed a request with the court to try the criminal case against four defendants: Florian Habilaj, Armando Sulaj, Sabaudin Çelaj and Tigrens Mëzuraj, accused of drug trafficking and participation in a structured criminal group. The case was tried under the abbreviated procedure.

At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Esmeralda Xhili, Arbana Selmanaj and Migena Laska, with decision no. 79, dated 05.12.2025, found the defendants guilty and imposed significant prison sentences.

Sentences for Florian Habilaj

The court found Florian Habilaj, considered a key member of the criminal group, guilty of several criminal offenses:

Drug trafficking, attempted in the form of a structured criminal group – 12 years in prison

Drug trafficking in collaboration – 15 years in prison

Participation in a structured criminal group – 3 years in prison

Pursuant to Article 55 of the Criminal Code, the court imposed a single sentence of 15 years in prison, reduced by 1/3 due to the summary trial, bringing the final sentence to 10 years in prison. He will serve the sentence in a high-security prison.

The sentences for Armando Sulaj

Armando Sulaj was found guilty of:

Narcotics trafficking in the form of a structured criminal group – 9 years in prison

Participation in a structured criminal group – 2 years in prison

The court imposed a single sentence of 9 years, which was reduced to 6 years in prison after a summary trial. This sentence will also be served in a high-security institution.

Sentences for Sabaudin Çelaj

For Sabaudin Çelaj it was decided:

15 years in prison for drug trafficking

3 years in prison for participating in a structured criminal group

After the sentences were combined, a single sentence of 15 years was imposed, which was reduced to 10 years in prison due to the summary procedure. He will also serve the sentence in a high-security prison.

Sentences for Tigranes Mezuraj

The court found Tigrens Mëzuraj guilty of:

8 years in prison for drug trafficking

2 years in prison for participation in a structured criminal group

Following the application of Article 55, a single sentence of 9 years was imposed, later reduced to 6 years in prison. The sentence will be served in a high-security prison.
