After the GJKKO decided in the first court session to force SPAK to make 65 thousand pages of the investigative file available to the mayor of Tirana, Erion Veliaj again in the second session had a debate between his lawyer, former Socialist Party MP Plarent Ndreca, and special prosecutors Altin Dumani and Ols Dado. The lawyer requested that an inventory be made of the file's acts, while the prosecutors reminded him that Erion Veliaj had not accepted the investigative documents, but had insulted the BKH investigators.
"My client has requested to be familiar with the acts, because I have not been familiarized either, the only request is that we take them with an inventory, because we cannot take them that way. The prosecution has an obligation to make an inventory and take the acts as they should be, not with file numbers," said Plarent Ndreca in a court session at the GJKKO.
The court informed the legal counsel at Tuesday's session that the investigative acts are located at the Durrës Penitentiary Institution.
"Instruct the prosecutor or judicial police officer to make an inventory of the documents in my presence and that of my client, not in the manner in which they were provided," the lawyer continued.
"I want to start from the lawyer's statement that the acts were given to "Opshe", there is no such situation. BKH investigators went to the Durrës detention center, they contacted Erion Veliaj, who in the first moments displayed objectionable behavior, with unethical behavior. The officer then contacted the prison leaders. They began to explain to Veliaj why they were there, he spoke in insulting words, saying: 'I want Ols Dado's permission, you destroyed my family'. He addressed the investigator, saying: 'This scum has destroyed my family. I will not forgive you for aborting my children'", said Dado.
According to Special Prosecutor Dado, the documents of the defendant Erion Veliaj were delivered to him on July 24, 2025, in a scanned form, through his defense attorneys; more than 8 months have passed since the documents were made available to him.
"We have not used the name of Veliaj's son in any act or document. The court decided to give him the acts physically; inventorying the acts seems to us a way to drag out the process," Dado further emphasized.
Lawyer Ndreca insisted: "If we have to do a formal process, we want to get acquainted with the acts. Acts are not given without an inventory, because we need to know what we have received. What we are asking for is a minimum, as we are asking to get acquainted with the acts."
Former head of SPAK, Altin Dumani, reminded lawyer Ndreca that they should be careful when mentioning BKH investigators, as they have gone into detention to implement the court's decision.
"There are no 'okshe' acts. Yes, Mr. Lawyer, go to the court secretariat, see how many acts are there and see if they have all been submitted. We speak with acts, not with guesses, lawyer. You speak with guesses, we speak with acts," said Dumani.
After the debate between the parties, the GJKKO emphasized that the files have a number and are inventoried; therefore, the lawyer's request for inventoried delivery is not necessary. The next session was postponed to April 1.
Erion Veliaj is accused of 13 criminal offenses, including corruption, money laundering, concealment of assets, and abuse of office. He is being tried alongside 29 other defendants.
