The Association of Albanian Pensioners "Thinjat" filed a request with the Constitutional Court on March 17, 2026, challenging several provisions of Law No. 7/2025 on the recognition of employment periods for pension purposes.
In the request submitted by its representative and appointed rapporteur, Judge Marsida Xhaferllari, the association requests the repeal of point "a" of the first paragraph of Article 3, as well as the first paragraph of Articles 4 and 5 of this law.
According to them, these provisions are contrary to the Constitution of the Republic of Albania and violate the rights of pensioners.
The law in question regulates the recognition of years of work for citizens who were employed in state institutions, former state enterprises, agricultural enterprises and cooperatives during the period of the previous system.
The association argues that the restrictions imposed by these articles directly affect the calculation of pensions, by omitting or invalidating certain periods of work. For this reason, they request the intervention of the Constitutional Court to guarantee equality and legal certainty for pensioners.
