In December 2025 and January 2026, agents of the National Bureau of Investigation conducted searches in the homes of Belinda Balluku's most trusted people, as part of the ongoing investigations against former Deputy Prime Minister and former Minister of Infrastructure and Energy, Belinda Balluku. The searches also included the former head of the Albanian National Energy Agency, Gentian Gjyli, and the former administrator of KESH, Erald Elezi, as well as businessmen Ilir Shtufi and Rrok Gjoka, whose companies have won road tenders, which are suspected of being predetermined with Balluku's influence.
Due to a decision of the Constitutional Court, which no longer allows SPAK to inspect and access equipment after sequestration, the special prosecutors turned to the GJKKO with a request.
In a decision dated March 19, Erjon Çela approved the request of the Special Prosecution Office and allowed access to and the collection of data from dozens of mobile phones and computer devices, including those of well-known businessmen. The lawyers have insisted that no other data be allowed to be collected, except those directly related to the case under investigation. However, in the ruling, the judge also allowed the collection of other data, which could serve as evidence for the initiation of investigations into other criminal offenses or the involvement of other officials.
By dismantling these devices, prosecutors hope to secure new evidence against the former number two in the government, for whom the socialist majority voted against SPAK's request for permission to arrest him.
Belinda Balluku is a defendant and under investigation for abuses with road tenders worth millions of euros. SPAK has also opened a property investigation against her.
