
Businessman Klodian Allajbeu continues to benefit from money from the state budget by being favored in public tenders.
Recently, the Centralized Purchasing Operator announced the winner of the company "EVITA sh.pk", which is owned by Allajbeu, in one of the tenders for the "purchase of medical materials for cardiac surgery services for 24 months", disqualifying the other competitor from the competition, although the latter had the most reasonable offer.
Specifically, it concerns Lot 4 of this procedure, "Sutures for Cardiac Surgery", which provides for the supply of the cardiac surgery service with needles or other equipment during cardiac surgical interventions. The value of this tender is almost 750 million old lek, or 775 thousand euros.


Two entities had expressed interest in this procurement, “EVITA sh.pk” with a bid of 661 million old lek and “MONTAL sh.pk” with a bid of 540 million old lek. Although “MONTAL” had requested 120 million lek less than the other competitor to perform the service, the contracting authority disqualified it from the competition.

With no other competitor, Allajbe's "EVITA sh.pk" was declared the winner with a bid of 88.1% of the tender value.
So, the Centralized Purchasing Operator, a state-owned company created by the Council of Ministers to carry out procurements for state institutions, did not consider providing the service at a lower cost and saving the budget 120 million lek for this procedure.

This is another case of how state institutions carry out public procurement without competition, creating suspicions of favoritism towards certain companies.
Allajbeu is one of the largest beneficiaries of health funds in all governments. It seems that he is not satisfied with the two concessions he has benefited from: that of Hemodialysis (84 million euros) and that of Laboratories (130 million euros), a total of 214 million euros, which, according to critics, do not even provide the minimum service for patients, while he continues to benefit from public tenders with dubious procedures.
