
Elvis Roshi, former mayor of Kavaja, appears at SPAK to receive notification of the extension of the investigation deadlines. He has been indicted by the Special Prosecution Office on charges of abuse of office.
The investigation against Roshi was initiated after a complaint by the High Council of State, which, during an audit in 2013–2014, when he was the head of the municipality, found a series of violations in the urban planning sector and public procurement procedures. According to the HLSH report, these irregularities caused an economic damage of around 33 million lek.
The former mayor has appeared several times before SPAK to be questioned regarding this matter, while the Durrës Court previously dismissed a criminal proceeding against him for similar charges.
After the May 11 elections, Roshi's mobile phone was also seized, as part of another SPAK investigation related to suspicions of electoral crimes.
