
The fiscalization tender opened in April last year has once again ended up being appealed to the Public Procurement Commission. One of the operators has expressed reservations in the evaluation phase of this procedure, which has a limit fund of over 7.7 million euros.
The progress of this procedure so far has been complex, breaking records for the time period in which the procedure has been extended, resulting in a full year, but also the frequent number of complaints to the Public Procurement Commission.
For the last time, this commission lifted the suspension of the procedure for the contracting authority, the National Agency for the Information Society, in February, paving the way for the continuation of the procedures that marked the closure on March 5, 2026. The tender with the contract object "Maintenance of the Billing Control Management Module for the General Directorate of Taxes" has already passed into the evaluation phase and it seems that this is where the reservations lie, according to the complaint published this Wednesday.
This is not the first tender related to IT systems and related services that has been delayed amid complaints. Earlier, the same problem appeared for the Treasury and AFMIS systems, while internet service in public institutions was also delayed. These delays had a knock-on effect in some cases and in services related to the work of the institutions.
Tender for the fiscalization system
The tender for the maintenance of the Billing Control Management Module for the General Directorate of Taxes was opened in April last year. According to the documents accompanying the procedure, the main purpose of this project is the maintenance of the Billing Control Management System (fiscalization system) for the General Directorate of Taxes for a period of 24 months.
"The goal is to guarantee the full functioning of the electronic system, in all its components: software and physical equipment (hardware). This system is hosted at the Government Data Center, at the National Agency for the Information Society (AKSHI), and provides services to about 125 thousand taxpayers, as well as to the tax administration itself," the documents state.
The documentation emphasizes that the availability of the fiscalization system is very important. The fiscalization service and the taxpayer portal (SelfCare) cannot be interrupted for more than a few minutes and planned interruptions for upgrade, update or other modifications are not tolerated.
"Services provided to taxpayers (fiscalization, verification of invoices, their acceptance/rejection, etc.), as well as to the tax administration, must be functional 24 hours a day, 7 days a week," it is further emphasized.
Currently, this system is used by businesses and citizens, while for internal use it is accessible by the tax administration and other authorized public institutions.
