The frightening report of the Bank of Albania: 40% of the workforce emigrated

Albania is facing an existential labor force crisis, with almost 40% of the human potential already choosing to build a life abroad. The Bank of Albania's Annual Report for 2025, obtained by VNA,  has raised the "red flag", classifying mass emigration not simply as a social scourge, but as a strategic risk that is hitting economic growth and destabilizing the pension scheme.

According to the central monetary authority, the labor market is in "tight" conditions with businesses struggling between structural shortages and the inability to find workers. This deep imbalance between demand and supply has forced firms to use wages as a last resort to retain staff, while the decline in the working-age population is eroding the country's potential growth rate.

In the "Annual Report 2025" of the Bank of Albania, you can find several concrete sections that analyze the issue of immigration and the imbalances it creates in the labor market:

 

On immigration and demographic challenges

Emigration rate: "Albania ranks among the countries where approximately 40% of the workforce has emigrated abroad."
Impact on potential growth: "The decline in the contribution of employment, linked to unfavorable demographic trends and the emigration process, constitutes a development that requires attention, as it negatively affects the pace of potential growth."
Labor force contraction: "In the domestic environment, unfavorable demographic trends may limit growth potential, through labor force contraction and pressures on productivity, as well as harm the sustainability of the pension scheme..."
Reduction of the working-age population: "Our estimates show that the contribution of the labor factor has been declining... reflecting the reduction in the total and working-age population (according to data from the 2023 Census)."


On imbalances in the labor market

Supply-demand ratio: "Overall, the labor market continued to show imbalances between labor demand and supply during 2025, imbalances that exert pressure for rapid wage growth."
Labor shortages: "During 2025, businesses reported both high labor demand and labor shortages, signaling tight labor market conditions..."
Wage as a holding tool: "...pressures for wage increases, suggesting that the latter is being used as an instrument to attract and retain labor."
Structural shortages: "Conditions in this market remained generally tight, reflecting high labor demand and structural shortages in certain segments of the labor force."
