Në takimin e zhvilluar sot me shoqatat e transportit publik, qeveria ka propozuar dhënie kompensimi në masën 50 lekë për litër për naftën. Kompensimi parashikohet të jepet për 3 muaj.
Kompensimi parashikohet të përfitohet për të gjithë operatorët e transportit publik në vend.
Nga Shoqata Kombëtare e Transportit Qytetas dhe Shoqata Kombëtare e Transportit Urban dhe Ndërqytetas është kërkuar subvencionim në masën 100 lekë për litër, një skemë e ngjashme me vitin 2022.
Për propozimin e subvencionimit në masën 50 lekë për litër, Kostandin Foni, kryetar i Shoqatës së Transportit Qytetas, tha për Monitor se nuk arrin të mbulojë kostot shtesë nga shtrenjtimi i naftës. Por ai e vlerësoi pozitivisht si hap të parë propozimin e ministrave për të vijuar normalitetin e shërbimit.
“Në ditët në vijim ne presim që të zhvillojmë një takim me ministrat Ibrahimaj dhe Karakaçi për të diskutuar kostot e operimit për kategoritë që udhëtojnë falas, por edhe kërkesat tona për heqjen e akcizës së naftës dhe uljen e TVSH-së. Vetëm miratimi i tyre do të garantonte qëndrueshmëri për sektorin publik, i cili gjendet në vështirësi që pas Covid-19”, tha Foni.
Për shkak të vështirësive në kosto, një ditë më parë në të gjithë vendin shërbimi i transportit publik u reduktua deri në 60%.
Operatorët e 450 linjave të transportit në vend paralajmëruan përshkallëzime të mëtejshme nëse nuk do të kishte reagim të institucioneve.

Në kushtet e rritjes së ndjeshme dhe të vazhdueshme të çmimit të karburantit, e cila ka krijuar një disbalancë të thellë midis kostove reale të operimit dhe të ardhurave të pandryshuara të sektorit, paraqesim për diskutim këto kërkesa prioritare, të mbështetura në precedentë ligjorë dhe në nevojën për garantimin e një shërbimi publik esencial:
Miratimi i një pakete antikrizë emergjente, në përputhje me precedentët ekzistues
Kërkohet ndërhyrje e menjëhershme përmes një pakete mbështetëse financiare, duke marrë si bazë ligjore dhe praktike VKM nr. 225, datë 13.04.2022 “Për përcaktimin e procedurave, të dokumentacionit dhe të masës së kompensimit për shoqëritë e linjave të transportit qytetas, rrethqytetas dhe ndërqytetas, pjesë e paketës antikrizë”, e cila është miratuar në kushte të ngjashme krize për kompensimin e kostove të karburantit për operatorët e transportit publik me 100 lekë/litër. Ky vendim, i mbështetur në nenin 100 të Kushtetutës dhe në legjislacionin buxhetor (ligji për buxhetin e shtetit), ka sanksionuar parimin e ndërhyrjes së shtetit në situata të jashtëzakonshme për garantimin e vazhdimësisë së një shërbimi publik jetik.
From the general data, it results that the financial package of that period was worth around 500 million lek, of which around 55–60% of the fund was used, for a period of around 6 months.
This precedent clearly proves that the intervention is possible and legally justified, the financial effect is affordable for the state budget, and the compensation mechanism is applicable and verifiable through tax documentation and administrative control.
Under these conditions, the reactivation of a similar scheme is required, adapted to the current level of prices and real costs of the sector.
Immediate review of the fiscal burden, abolition of sales tax
Given that the circulation tax constitutes an important component in the fuel price structure, its suspension or temporary exemption is required for public transport operators. This tax is set in Law No. 9975, dated 28.07.2008 “On National Taxes”, as amended, at the level of 27 lekë/liter, together with the carbon tax of 3 lekë/liter, and is applied uniformly on gasoline and diesel.
Being a fixed burden that is included in the final price, it weighs proportionally more in conditions of increasing market prices. In the public interest and taking into account the special nature of public transport as a social service, the suspension of this tax for this sector constitutes a justified measure and is based on the principle of fiscal proportionality.
Removal or suspension of excise duty on fuel for this sector
The excise tax on fuel, also defined in the framework of Law No. 9975/2008 and the relevant fiscal legislation, is applied at a level of around 39.4 lekë/liter for diesel and constitutes one of the main components of the final price. As an indirect tax with a direct effect on the cost of operation, it significantly burdens public transport operators, who are unable to transfer this cost to the consumer due to regulated tariffs.
Under these conditions, continuing to apply excise duty at the same level creates a significant disproportion between the fiscal burden and the economic capacity of the sector, violating the principle of justice and proportionality in taxation. Albanian legislation itself provides for exemptions for certain sectors (such as fishing), which reinforces the argument for differentiated treatment for public transport as well.
Abolition of VAT
VAT, regulated by Law No. 92/2014 “On Value Added Tax”, is applied at the standard rate of 20%, directly increasing the final price and limiting access to this essential service. Given that public transport fulfills a social and economic function, and taking into account the practices of countries in the region where this rate varies from 0% to 5%, the complete abolition or reduction of VAT is required.
