
In 2026, funding for concession contracts and public-private partnership (PPP) projects with support from the state budget is expected to experience a significant decrease compared to the previous year.
According to the data in the table, the total funds for these projects decrease from 13.9 billion lek in 2025 to about 12.08 billion lek in 2026. This represents a contraction of about 1.85 billion lek, or about 13.3% less.
At the Ministry of Infrastructure and Energy, funding for existing projects remains almost unchanged. Among the main projects, the contract for the construction and operation of the Arbri Road maintains the funding level of 3.36 billion lek, as in 2025, while road maintenance costs are projected at 660 million lek.
The project for the yacht port in Orikum remains at 860 million lek, unchanged from the previous year.
Two major contracts are expected to be reduced. The check-up program for the population aged 35–70 is expected to be financed with 699.8 million lek in 2026, down from 876 million lek in 2025, while payments for the customs service are slightly reduced from 1.52 to 1.5 billion lek.
The largest decrease is recorded in the Ministry of Health and Social Welfare. The project for sterilization of surgical instruments and disinfection services suffers a drastic contraction, dropping from 1.9 billion lek in 2025 to only 500 million lek in 2026.
The concession for laboratory services in five regional hospitals amounts to 2 billion lek from 1.9 billion this year.
At the local level, Tirana Municipality projects, which include school construction and energy efficiency programs, also suffer a moderate decline. Funding for school construction is down from 707.5 million lekë this year to 685.2 million lekë./Monitor.al/
