Albania is moving from transition to an existential demographic crisis. The natural increase data for 2024 show that 44 municipalities out of 61 in total had negative natural increase according to INSTAT data. About 72% of municipalities had negative natural increase.
The South in "Clinical Death"
At the top of the list of municipalities with the most drastic decline in natural increase are Dropulli (-89.6%), Pusteci (-81.8) and Finiqi (-80.5). These areas are experiencing what sociologists call a “demographic implosion (population decline)”.
For the local economy, this means the end of consumption. Small businesses, services and trade in these areas are closing down as there are no more buyers. The lack of a reproductive age population means that these municipalities have turned into giant open-air asylums, where the only income remains pensions and remittances, making economic growth impossible.
Tourist Axes and the Paradox of Empty Houses
Municipalities such as Himara (-64.4%), Përmet (-62.1) and Saranda (-19.5) show worrying developments. Although tourism is booming, the population base in these areas is melting away. This trend warns of a long-term crisis for the hotel sector.
Without a new local population, these areas will be completely dependent on foreign workers (from Asia or Africa), increasing operating costs and changing the service profile.
The "Islands" of Survival Tirana, Kamza and the North
On the other hand, Kamza (119.4%) and Tirana (61.9%) remain the only demographic engines, with little visible natural increase. However, their growth is not organic, but due to population displacement from other regions.
While the cost of living in Tirana is becoming an obstacle to further fertility, northern areas such as Kukës (73.3%), Dibra (68.35) and Kurbini (15.75) maintain a positive addition.
But even here, the economy is not benefiting. These areas are producing human resources for export, where young people born there, as soon as they reach working age, emigrate towards the EU or Tirana, leaving the north with a positive birth balance but a chronic investment poverty.
With a natural increase that is heading towards zero or minus in the national total, if we remove the metropolises, Albania is losing its demographic dividend. With fewer births and more deaths (aging), the contributor/beneficiary ratio will worsen, forcing the government to increase taxes or the retirement age.
The tailoring and processing industries, which until yesterday were based on the cheap cost of labor in districts such as Librazhd or Krujë, will be forced to close or be robotized at a rapid pace due to the physical lack of workers./ Monitor
