Gëzim Hoxha, the brother of Foreign Minister Ferit Hoxha, newly appointed to this position, turns out to be one of the people suspected of involvement in the AKSHI scandal, where SPAK discovered a criminal group led by Ergys Agasi and Ermal Beqiri, who ordered the kidnapping of rivals, forcing them to withdraw from tenders.
Against Hoxha, born on March 6, 1978, the Special Court has imposed the security measure "obligation to appear" for the criminal offenses "laundering the proceeds of a criminal offense or criminal activity" committed in the special form of cooperation of a structured criminal group; "structured criminal group" and "committing criminal offenses by a criminal organization and a structured criminal group".
Hoxha, who turns out to be the administrator of the FIRST company, has accepted fictitious invoices from Ergys Agas's company "EA Solution" sh.pk.
"It turns out that the invoices made by 'EA Solution' sh.pk to the three other entities described above are fictitious and with the aim of obtaining money deriving from the procurement procedures determined by the criminal group. This fictitiousness is established in the fact that the entity 'EA Solution' sh.pk does not have premises for the realization of business activity, but uses the premises of 'Soft & Solution' sh.pk, the employees declared on behalf of this entity were recruited by human resources employees of the entity 'Soft & Solution' sh.pk and have never had contact with the administrator of the entity 'EA Solution' sh.pk, citizen Ina Ciko. On the other hand, the latter has not carried out any activity and has no knowledge regarding the contracting of work undertaken by other entities. Also, in the declarations of citizens Andis Papa and Gëzim Hoxha it is stated that they have contracted the services of 'EA Solution' through citizen Ermal Beqiri, who has directed them to this entity. So all activities are directed by citizens Ermal Beqiri and Ergys Agasi with the ultimate goal of illegally benefiting from funds received from public contracts with the AKSHI institution," the SPAK file states.
In his statements before SPAK, Gëzim Hoxha states that:
"AKSHI has procured another procedure, which had to do with the field of cybersecurity with AKSIK, namely the risk management of state institutions, a procedure in which we have participated and have been declared the winner as the sole economic operator. We have had 'Soft & Solution' as subcontractors, because it had experience. After we were declared the winner, Beqiri told me that we would cooperate with another company".
Further in his testimony, he states that he had other collaborations with Ergys Agas's company "EA Solution".
"... we have had another collaboration, because last year, probably in October 2024, we won another procurement procedure with AKSHI and AKSIK, with a high value of around 60 million euros. This tender is secret and there we subcontracted some services from the company 'EA Solution', which have a value of around 60,000,000 new lek", he emphasizes.
Meanwhile, his brother, Ferit Hoxha, newly appointed Foreign Minister, has a long diplomatic career and has been living outside Albania for almost 20 years as an ambassador.
