
Before the start of the plenary session today in the Assembly, Jozefina Topalli was asked by journalists about the latest developments within the Democratic Party and the new movement being discussed within its ranks. Topalli refused to comment, stating that "the opposition is fighting the government and does not deal with these things."
However, her statement contradicts the actions of just a few days ago, when she turned out to be the first signatory of the request filed by 28 DP deputies, proposing to the Assembly the replacement of the Commissioner for the Supervision of the Civil Service.

On November 11, 2024, the 5-year mandate of Ms. Pranvera Strakosha, elected in 2019 as Commissioner for the Supervision of the Civil Service, ended.
Following this vacancy, the Assembly held an open application process and a hearing session for candidates on November 11, 2025. After evaluating the candidacies, 28 opposition deputies, pursuant to Article 111 of the Rules of Procedure of the Assembly and the letter of the Laws Committee, proposed for a vote the candidacy of Ms. Lefterije Lleshi (Luzi).
In their report, the deputies emphasize that Ms. Lleshi "meets the legal and professional criteria" and that she "enjoys high moral integrity."
In this group of signatories, the first one on the list is precisely Jozefina Topalli.
The contrast between today's statement and its commitment of recent days raises questions about the coherence of positions within the DP. While it is publicly claimed that the opposition is focused only on confronting the government, official documents indicate an active role in the party's internal processes and institutional decision-making.
The proposal for the Civil Service Commissioner is an important institutional procedure, but the fact that it clashes with the public statements of the actors themselves once again highlights the problem of lack of coherence within the opposition.
