Two days ago, the Special Prosecution Office announced the indictment of the mayor of Erseka, Erion Isai, as a suspect for 'violation of equality in tenders'.
The criminal proceedings are related to a tender worth almost 3 million lek, the works carried out and the supervision of the Kozel water supply system.
The investigation also revealed that two years ago, in October 2023, the Municipality of Kolonjë held a tender worth 202 thousand euros for the reconstruction of the Gjonç Reservoir dam and the construction of mountain dams in the villages of the Municipality of Kolonjë. The winner of the tender was announced a month later, on November 14. It was the merger of companies between Rehovar and B93 II.
The contract was signed on December 6 of that year, with a deadline of 4 months for completion. Three weeks after the contract was signed, the municipality made the full payment of 210 thousand euros to the Rehovari company for the dam reconstruction tender.
Rehovari shpk is a company founded in 2017 by Spiro Zoto. A week before the tender for the Gjonç reservoir was held, the company changed owners.
Spiro Zoto donated 100 percent of the shares to citizen Euljon Hasko. According to a report made to SPAK, these changes were related to another fact. Spiro Zoto was appointed by Isai as administrator of the Qendër Kolonjë unit. Euljon Hasko was the headman of Starje in Kolonjë, reports TCH.
Along with Isai, the same offense was reported to 6 employees of the procurement unit in this municipality.
Erjon Isai was at SPAK on Tuesday where he was informed of the closure of the investigations and charges by a BKH investigator.
Isai, who was summoned earlier and questioned by the prosecutor, has denied the accusation, insisting that neither he nor his procurement subordinates committed any crime and that the investment was made with a favorable value for the state.
