The Council for Regulation, Mandates and Immunity will meet on Friday to review the request of the Special Prosecution Office against Corruption and Organized Crime (SPAK) regarding the lifting of immunity and authorization for the arrest of Deputy Prime Minister and Minister Belinda Balluku.
SPAK's request was submitted within the framework of criminal proceedings No. 136 of 2025 and is based on Articles 73, 95 and 103 of the Constitution, Article 288 of the Code of Criminal Procedure, as well as Articles 13 and 118 of the Rules of Procedure of the Assembly.
The commission constitutes the mandatory procedural link before the issue is passed for consideration and decision-making in the Albanian Parliament.
Belinda Balluku, MP, minister and deputy prime minister, has been indicted by SPAK for the criminal offense of "violation of equality of participants in public tenders or auctions", committed in collaboration, according to articles 258/2 and 25 of the Criminal Code. The charge is related to the procurement procedure for the construction of the Llogara tunnel.
