The Democratic Party Parliamentary Group has officially submitted a request for urgent interpellation with the Minister of Defense, Ermal Nufi, targeting the activity of the state-owned company "KAYO" j.a.
Through this document filed with the Speaker of the Parliament, obtained by VNA , the opposition MPs are demanding detailed explanations on how the strategic defense sector is being managed and contractual relations with private partners. The opposition raises serious doubts about the lack of transparency, risks to national security and the shadow of corruption surrounding the latest military projects.
The MPs point out that Minister Ermal Nufi simultaneously holds a state office and the position of board member in the company "KAYO" jsc, which creates suspicions of a conflict of interest in the supervision of this company.
There is great financial uncertainty as no budget line has been foreseen for this state-owned company of such high importance in the 2026 fiscal plan or in the government's medium-term strategies.
The opposition denounces the deliberate reduction of the state's participation in joint ventures, where from the initial threshold of 40%, the shares of "KAYO jsc" have decreased to 20% in companies such as "TIMAK DEFENCE" or "ADVANCED ARMS TECHNOLOGY".
A particular concern is related to the transfer of 49% of the shares of the company "TIMAK" to Israeli citizen Ron Yeffet for the symbolic value of 490 euros a few weeks before the defense structure was created with the state.
Strong national security questions are raised due to the business partnership between Ron Yeffe and Russian citizen David Ghubalashvili in companies operating in critical sectors such as fuel and electronic transactions.
The opposition is seeking clarification on the cooperation with the company "Elbit Systems" for drones and artillery, at a time when this company has reportedly been suspended by NATO's procurement agency for suspected corrupt practices .
It is suspected that the legal changes of July 2025 were specifically designed to enable the Ministry of Defense to make direct purchases from companies where the state does not have real capital control .
There are fears that Albanian taxpayers could be saddled with bills of up to 1 billion euros through sovereign guarantees for bank loans related to defense contracts, without any transparency on the sources of funding.
The opposition questions whether any proper verification process has been carried out for the integrity of private partners and why the Assembly or the National Security Committee have not been informed about the details of the framework agreements with the state of Israel.
It still remains unclear whether the new Minister of Defense will manage to provide answers to all these questions or whether the new military industry will continue to remain under the fog of suspicions over major financial affairs.
