The European Commission has published a progress report on Albania, noting that youth emigration and informality in the labor market remain major problems for the country.
The report notes that "informal employment continues to be a major problem, with many workers lacking formal contracts, social security and legal protection."
According to the EU, underreporting of real wages is widespread, which damages the pension system and reduces confidence in the labor market.
Another critical point is the continued emigration of young people and skilled workers, which, according to the report, "exacerbates labor shortages in key sectors and contributes to a brain drain."
The Commission also notes that active labour market policies are insufficient, hindering the ability of workers to adapt to the new demands of the economy and to find better quality jobs.
In conclusion, the report highlights that the coverage of the social assistance system remains limited, while cooperation between the Labor Inspectorate, Social Services, trade unions and employers' organizations "continues to be weak."
The Commission calls for improved working conditions, strengthening of institutions that protect workers' rights, and concrete policies to stop the wave of emigration of young Albanians.
