
The DP Parliamentary Group has reacted after the announcement of the Speaker of the Assembly for the meeting of the Council on Rules of Procedure, Mandates and Immunity, scheduled for April 15, 2026, where the new Rules of Procedure of the Assembly are expected to be approved.
According to the DP, reviewing this issue before the Constitutional Court's decision is made public constitutes an "unprecedented act" and contradicts the principles of the rule of law.
In its reaction, the opposition describes this action as ignoring the authority of the Constitutional Court and as a violation of public trust in its decisions, considering the announcement of the Speaker of the Assembly as unconstitutional.
In the official statement, the DP Parliamentary Group emphasizes that the Speaker of the Assembly, Niko Peleshi, has announced the call for a meeting of the Council on Rules of Procedure, Mandates and Immunity for 15.04.2026, with the agenda of reviewing the draft decision on amendments to the Rules of Procedure of the Assembly.
According to the opposition, this draft decision includes provisions that have been repealed by the Constitutional Court, bypassing its decision-making and violating the principles of the rule of law.
The DP also recalls that for three months in a row, the Speaker of the Assembly has refused to convene a meeting to review SPAK's request to authorize the arrest of former Deputy Prime Minister Balluku, on the grounds that a decision of the Constitutional Court regarding another issue was awaited.
Meanwhile, according to the opposition, in the current case, even though the issue is directly related to the Constitutional Court's decision of February 23, 2026, the Assembly has decided to continue the procedure without waiting for its clarification.
In conclusion, the Democratic Party Parliamentary Group considers this action unconstitutional, emphasizing that it violates the basic principles of the rule of law and public trust in the decisions of the Constitutional Court.
