
Democratic Party MPs have addressed a letter to the Speaker of the Assembly, Niko Peleshi, for the second time, requesting a meeting of the Council for Regulation, Mandates and Immunity on December 30, to continue reviewing SPAK's request to lift the immunity of Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku.
This second request comes after, according to the Democrats, they were not allowed on Friday to enter the hall where the Council meetings are held, to hold a meeting only with its members.
In a letter addressed to the Speaker of the Assembly, the DP deputies request the convening of a meeting on Tuesday, December 30, at 11:00, with the agenda to continue the review of request no. 13019, through which the Special Prosecution Office has requested the authorization of the Assembly for the arrest or deprivation of liberty of the MP and Deputy Prime Minister Belinda Balluku.
They also request that the notice of the date, time and agenda be forwarded to the members of the Council, representatives of the Special Prosecution Office, MP Belinda Balluku, as well as her legal representative.
Democrats argue that the two-week period that has passed since the first meeting of the Council is sufficient for all parties to have become familiar with the investigative acts and to have prepared their defense.
The letter also mentions the concern expressed by SPAK, according to which Balluku is suspected of intimidating witnesses and that there is a risk of destroying evidence, which, according to the DP, makes it necessary to make a quick decision on the request to lift immunity.
In conclusion, the DP deputies request that the justice process not be obstructed, emphasizing that if a meeting is requested by half of the Council members, the Speaker of the Assembly has the legal obligation to announce the agenda and its development.
The last meeting of the Council for Mandates and Immunity was held on December 19, with the participation of 10 MPs and in the presence of three special prosecutors, including the new head of SPAK, Klodian Braho, as well as the prosecutors of the case, Dritan Prençi and Dorina Bejko.
During the discussions, a USB submitted by SPAK was reviewed, containing over 10 thousand pages of evidentiary material against Balluk, on which the request for lifting immunity is based. This USB was distributed to all members of the Council, while the parties did not reach an agreement on setting a new date for the meeting after familiarization with the evidence.
Belinda Balluku has been formally charged with violating equality in tenders in connection with the construction of the Llogara tunnel, while she is also being investigated for the tender procedures of several lots of the Great Ring Road. SPAK's request for the lifting of her immunity was filed after the Constitutional Court temporarily suspended the GJKKO's decision to suspend her from office.
