The SP is determined to carry out the territorial reform with or without the DP, with two votes, one in July and one in October.
Scenario 1.
The current map changes little (only merging a few very small municipalities) and the reform is profound in the distribution of powers between the municipality and the government.
Scenario 2.
Super municipalities are built that unite several cities, significantly reducing the number of municipalities.
Scenario 3.
The regions are strengthened without changing the boundaries of the municipalities today. The region goes to direct elections by the people.
Scenario 4.
The scenario of 4 regions. Which is the umbrella government of several municipalities. The region makes decisions on investments, external financing, security, civil emergencies, etc.
Rama has not shown any preference in the meeting for these scenarios but has insisted that each variant will be seen step by step with the opposition.
If it does not cooperate, the scheme of unblocking the commission will be applied. The voting is expected to take place in two phases:
Structure in July and geographical territorial division in October, to be ready for the next elections.
