And for this he drafted a letter where he presents to the Assembly his personal ideas on how the Electoral Code should be changed. The proposals were signed in his capacity as State Election Commissioner.
But it turns out that the State Election Commissioner is one of the governing bodies of the CEC. Thus, since the proposals are not clarified as having been consulted with other governing bodies, the list of proposals can only be Celibashi's as an election expert, but not Celibashi's as the first Election Commissioner.
As an election expert, Celibashi, after learning of Bylykbashi's statement on the referendum draft, remembered that the document had to be done quickly.
