The Democratic Party Parliamentary Group has filed a request for urgent interpellation with Prime Minister Edi Rama, holding him politically accountable for what is considered one of the most serious corruption and organized crime scandals at the heart of the digital state, the National Agency for the Information Society (AKSHI).
The "fairy tale" of the rented house and the reality of the seizures
One of the most critical points of the opposition's request is the public defense that Rama made of the former director of AKSHI, Mirlinda Karçanaj. While the Prime Minister passionately declared that Karçanaj was a "protagonist of the epochal transformation" who lived in a rented house and did not even have a car, the SPAK action and the GJKKO decision have brought to light a completely different reality. The GJKKO decided to seize real estate related to her, including apartments in Tirana and Qerret, land in Sauk and a vehicle.
The total amount of assets seized in the "AKSHI" file is reported to exceed 40 million euros.
The Agasi clan and the legal "sealing" of tenders
The document reveals another shocking fact: the presence of family members of persons accused of being leaders of criminal groups in key positions in the institution. Viola Agasi, sister of Ergys Agasi (suspected of being the leader of the criminal group for manipulating tenders), served as Legal Director at AKSHI. She was a member of the working groups for tenders and was in charge of the legal "sealing" of contracts and their interpretation. The opposition demands explanations as to how this open conflict of interest was allowed, where the sister controlled the legality of procedures in which her brother was suspected of having an interest.
Violence, hostage-taking and terror on business
Beyond digital theft, the SPAK file cited in the request describes typical mafia scenes. Businessman Gerond Meçe, who complained about discriminatory tender criteria, was kidnapped in August 2025 by people who posed as BKH officers. He was forced to withdraw from the appeal processes for AKSHI tenders under force. The group is accused of "illegal deprivation of liberty", corruption, money laundering and organized criminal group.
Questions awaiting Rama in Parliament
The opposition has listed a series of direct questions for which the Prime Minister must answer:
What information was he based on when he lied to the public that Karçanaj was homeless and without a car, while she owned luxurious property?
Did Rama or his staff have meetings with Ergys Agasin and Ermal Beqiraj, whose companies have devoured AKSHI contracts?
Who authorized these individuals' access to critical state servers and databases, putting national security and citizens' data at risk?
Why did he publicly defend a person under investigation, describing her work as a "revolution", while SPAK was talking about organized crime operations?
This interpellation comes after the majority's refusal to set up a parliamentary investigative commission on this issue, raising suspicions of a deliberate attempt to hide high political responsibility. Rama can hardly appear in the Assembly, when the SP has subsequently refused interpellations on the scandals, with the logic that they are matters under investigation, with which the Assembly cannot interfere.
