Kryetari i Grupit Parlamentar të PD, Gazment Bardhi, ka deklaruar se opozita e mbështet në parim marrëveshjen e huasë prej 302 milionë eurosh me Shtetet e Bashkuara të Amerikës për financimin e blerjes së pajisjeve ushtarake, por kundërshton procedurën e ndjekur nga mazhoranca për miratimin e saj në Kuvend.
Në një deklaratë për mediat, Bardhi e cilësoi seancën plenare të thirrur për këtë të hënë si antikushtetuese, duke argumentuar se deputetët nuk kanë pasur në dispozicion tekstin e plotë të marrëveshjes dhe as relacionin shpjegues të projektligjit të paraqitur nga qeveria.
Për këtë arsye, kreu i grupit parlamentar të PD-së njoftoi se opozita nuk do të marrë pjesë në seancën plenare të planifikuar për orën 15:00.
“Seanca plenare e planifikuar për sot është thirrur në kundërshtim me Kushtetutën, e cila përcakton qartë se Kuvendi nuk mund të votojë një ligj më herët se një javë nga momenti i fillimit të shqyrtimit të tij. Rasti konkret është edhe më flagrant, pasi deputetëve ende nuk u është shpërndarë teksti i marrëveshjes për të cilën ftohen të votojnë, madje as relacioni shoqërues i projektligjit të paraqitur nga qeveria”, thuhet në deklaratën e Gazment Bardhit.
Sipas tij, opozita nuk është kundër marrëveshjes me SHBA-në, por kërkon që procesi i miratimit të saj të zhvillohet në përputhje me Kushtetutën dhe rregulloren e Kuvendit.

Jo mënyrës antikushtetuese se si Edi Rama kërkon ta miratojë brenda ditës në Parlament!
Ky është qëndrimi i opozitës në Kuvendin e Shqipërisë, për marrëveshjen e huasë prej 302 milionë eurosh që Shqipëria merr nga SHBA për financimin e blerjes së pajisjeve ushtarake.
Seanca plenare e planifikuar për sot, në orën 15:00, është thirrur në kundërshtim me Kushtetutën, e cila përcakton qartë se Kuvendi nuk mund të votojë një ligj më herët se një javë nga momenti i fillimit të shqyrtimit të tij.
Rasti konkret është edhe më flagrant, pasi deputetëve ende nuk u është shpërndarë teksti i marrëveshjes për të cilën ftohen të votojnë, madje as relacioni shoqërues i projektligjit të paraqitur nga Qeveria.
Praktika e vendosur nga Kryetari i Kuvendit, sipas së cilës deputetët duhet të njihen me tekstin e marrëveshjes përmes një leximi në grup, brenda ambienteve të Kuvendit, është poshtëruese dhe bie ndesh me statusin kushtetues të deputetit. Kuvendi ka detyrimin t’u vërë në dispozicion deputetëve të gjithë dokumentacionin parlamentar. Nëse është kërkuar që marrëveshja të mos bëhet publike, atëherë deputetët mund të angazhohen me shkrim për ruajtjen e konfidencialitetit të saj.
However, the parliamentary majority refuses to follow this practice, asking the Assembly to vote on an agreement with content unknown to the MPs and without giving them the opportunity to review it.
For these reasons, we declare that we will not participate in a plenary session called in violation of the Constitution.
We wish to clarify to public opinion that this unconstitutional action by the parliamentary majority is humiliating for the institution of the Assembly, for its members, as well as for the importance of the agreement with the United States of America.
Appreciating the importance of this agreement, the DP Parliamentary Group, in consultation with other opposition parliamentary groups, communicated its position in writing to the Speaker of the Assembly over the weekend and agreed on the following:
The opposition is PRO, in principle, the agreement with the US.
The opposition demands to be acquainted with the full text of the agreement, respecting the constitutional right of every MP to vote in an informed manner. Immediately after being acquainted with its content, the opposition has guaranteed the Speaker of the Assembly its PRO vote.
The opposition demands respect for the constitutional procedure for ratifying the agreement. The Assembly cannot ignore the Constitution and invalidate an agreement with our strategic partner – the USA – by following irregular procedures. Ratification must be carried out in full compliance with the Constitution and the Rules of Procedure of the Assembly. For this reason, we have proposed that the agreement be approved, in compliance with the constitutional deadlines, at the plenary session on Friday, July 31, 2026. We have also guaranteed the Speaker of the Assembly our presence at that session and our PRO vote.
These legitimate demands of the opposition, although considered reasonable by the Speaker of the Assembly, were rejected by the parliamentary majority, which is implementing Edi Rama's political message to humiliate the Assembly of the Republic of Albania, to violate the constitutional rights of the deputies and to question the constitutionality of the ratification of an agreement with our strategic partner - the United States of America.
