Israeli company ADC has been selected to build the first data center in Albania, a strategic project that comes as a result of strengthening relations between Israel and Albania. The project, which will be implemented in a free trade zone near Tirana, foresees an investment of around 100 million euros.
The data center will be built on Nvidia Robin graphics processor technology and will have an initial capacity of 32 megawatts, with the possibility of expansion up to 100 megawatts in future phases.
ADC is jointly owned by Happy Technologies (80%), a company specializing in cybersecurity and computer technologies, owned by Roi Shaposhnik, Noam Frank, Shlomi Avni and Itai Melchior, as well as the data center consulting company DIT (20%), led by experts Zvika Friedman, Nir Poltorak and Dan Carmi.
Accelerated permit and green energy supply
As a government project in a NATO member state and candidate for membership in the European Union, the initiative benefits from favorable and special conditions for Israeli investors. The construction permit was approved within just 60 days, while the facility is being built on an area of 4.5 hectares of state land, with an option to expand by another 3.25 hectares, in the TEDA free trade zone, west of Tirana.
The communication and electricity infrastructure has been built in advance, while the local energy operator is constructing a substation dedicated to the project. The power supply will be provided by the Albanian Power Corporation, through hydroelectric sources, guaranteeing completely green energy.
In terms of finance, ADC has secured a credit line from the European Bank for Reconstruction and Development (EBRD), which covers 75% of the total project cost.
Even before the completion of construction, the data center has managed to secure three important clients: Albanian technology company Infosoft, a German company specializing in data storage, and an Albanian government institution, whose identity remains confidential.
According to the project's entrepreneurs, the main growth potential is linked to the growing demand from European and American customers for artificial intelligence processing centers that run on renewable energy. European data centers are increasingly seen as an alternative to those in the United States, where the development of energy and technological infrastructure is facing serious constraints.
Political rapprochement between Albania and Israel
Relations between Israel and Albania have intensified significantly over the past two years, especially after the Iranian cyberattack on Tirana in 2022. Following this incident, Albania began using Israeli cybersecurity technologies to protect state institutions and the private sector.
During the recent conflict, political cooperation between the two countries was further strengthened, with Albania positioning itself as one of Israel's closest supporters in Europe. Prime Minister Edi Rama visited Israel at the height of the fighting and, in his speech to the UN General Assembly, condemned Hamas and held up the yellow symbol in support of the release of the hostages.
A month after the signing of the ceasefire agreement in Gaza, the Israeli company Elbit Systems signed a contract to supply the Albanian Armed Forces with artillery systems and drones.
