
DP MP Bardh Spahia, during the interpellation with the Minister of Health, Evis Sala, raised concerns about the functioning of the laboratory concession, stating that it does not fully meet the needs of patients for analysis.
During his speech, Spahia also published an email sent in May 2025 to a doctor, where, according to him, the concessionaire announced that the hospital had reached the predicted limit of tests for that month, although the monthly period had not yet ended.
According to the MP, instead of state institutions reviewing the contract and addressing the issues, the situation is being managed by putting pressure on doctors to exceed the test ceiling.
"Doctors at regional hospitals are being forwarded emails from the concessionaire about reaching the budget ceiling at 100%, and are openly threatened by the heads and heads of institutions with warnings about skipping the tests," said Spahia.
Further, he listed a series of recommendations from the Supreme State Audit after auditing the concession administered by Klodian Allajbeu.
According to him, the main recommendations include the reorganization of the liaison committee and the holding of monthly meetings to monitor budget overruns, instead of the annual meetings currently foreseen in the contract. He also stressed the need for the responsible institutions to exercise the right to audit every analysis performed, to verify whether the costly examinations are justified according to medical protocols.
Spahia also requested that the concessionaire be required to submit data in a standardized format to enable immediate analysis, as well as the creation of a real-time monitoring system of the monthly ceiling for each hospital, in order to avoid situations of budget overruns at the end of financial periods. Another recommendation, according to him, is the establishment of a complaints platform for doctors and patients to report delays or problems with the quality of service.
On the other hand, the Minister of Health did not give a direct answer on the level of implementation of the HSE recommendations, contenting herself with praising the concession that the number of tests performed in the public system has significantly increased.
