The Constitutional Court has set the date for the plenary session of the case related to Arben Frroku, sentenced to life imprisonment by the Supreme Court for the murder of Commissioner Dritan Lamaj.
On February 17, 2026, the Constitutional Court judges will consider the request submitted by the convict, who requests the reopening of the judicial process. Frroku, who is believed to be in the Netherlands, has also requested the annulment as unconstitutional of decision no. 73, dated 29.06.2015 of the former Court of Appeal for Serious Crimes and decision no. 443, dated 08.06.2017 of the Criminal Chamber of the Supreme Court. In his request, he claims the return of the case for retrial before the competent court, with a different trial panel.
Arben Frroku was initially declared innocent by the Serious Crimes Court, which did not consider the protected witness's confession regarding the assassination attempt that occurred at the door of the apartment of Commissioner Dritan Lamaj to be credible. The latter was brutally murdered in February 2013, a few days after he had been transferred from the position of Chief of the Kombinat Police Station to a specialist position.
In the Court of Appeal, Frroku was sentenced to life imprisonment, but at that time he had left Albania. It was later found that he was abroad under a false identity. To date, Arben Frroku has not been extradited.
