
The government continues to award tenders to the company "Evita" sh.pk, owned by the businessman of the American Hospital, Klodian Allajbeu.
In the tender announced by the Centralized Purchasing Operator for the supply of laboratory materials used for blood testing and the detection of infectious viruses, with a value of 1.6 billion lek, the winner was announced as the merger of the operators "Pegasus" sh.pk and "Evita" sh.pk.
But in order to announce the entities in question, the Centralized Purchasing Operator disqualified the other company participating in the competition, "Laser Med" sh.pk, which had submitted the lowest economic bid.
The tender aims to supply the National Blood Transfusion Center with materials that are inserted into laboratory equipment that serves to control blood and detect infectious viruses before transfusions.
The offer submitted by Klodian Allajbeu's company and his former partner, Janis Karathano, amounts to 99.9% of the limit fund and is 51 million lek higher than the offer of the other company in the competition, which was disqualified.
In this way, the Centralized Purchasing Operator, a state-owned company created by the Council of Ministers to carry out procurements for public institutions, has not chosen the most economical offer to save 51 million lek from the state budget for this procurement.
This procedure adds to other cases where public procurements are carried out without real competition, raising suspicions of favoritism towards certain companies.
Klodian Allajbeu and Janis Karathano are among the biggest beneficiaries of money in healthcare. They are also partners in one of the largest concessions in healthcare, such as the Laboratories concession, worth 130 million euros, which has totaled 214 million euros. According to critics, these contracts do not provide the minimum service for patients, while businessmen continue to benefit from public tenders through dubious procedures.
